The National Institutes of Health (NIH), Clinical Center (CC), Department of Transfusion Medicine/Transfusion Services Laboratory (DTM/TSL), has a requirement for two (2) Blood Bank Plasma Storage (-30°C) Freezers and one (1) Blood Bank Refrigerator, including delivery, setup, and service plans. The equipment is required to support the safe storage of blood products used for Clinical Center patients.

The Government intends to procure the following Helmer equipment:

  • One (1) Helmer iBF120-GX, 20 cu. ft. Blood Bank Plasma Storage Freezer with metal drawers;

  • One (1) Helmer iBF120-GX, 20 cu. ft. Blood Bank Plasma Storage Freezer with shelves; and

The units provide continuous electronic temperature monitoring, temperature-excursion alarms, door-open alarms, appropriate footprints for the laboratory environment, and frost-free operation.

This notice is not a request for competitive quotations. However, all responsible sources that believe they can provide equipment meeting the Government's requirements may submit a capability statement and supporting documentation for consideration.

Responses must demonstrate the vendor's ability to provide equipment that meets all technical, regulatory, licensing, delivery, setup, and service requirements.

CSS - Upgrading PExA 2.1 to Vial-Based (PExA Cap)
Solicitation # 75N98027Q00044
The National Institutes of Health (NIH), Office of the Director, is seeking a Firm-Fixed-Price purchase order under solicitation 75N98027Q00044 to upgrade a Government-owned PExA 2.1 instrument to PExA Cap functionality. This upgrade, intended for the Laboratory for Chronic Airway Infections, converts the existing paper-based collection mechanism to a vial-based system to eliminate post-collection substrate processing and improve analyte detectability. The scope of work includes the factory-level installation, servicing, and calibration of the instrument, the provision of 100 disposable sample kits, and a minimum one-year warranty. The contractor is also responsible for the fully insured, round-trip door-to-door transport of the sensitive scientific equipment between the contractor's facility and the NIH site in Bethesda, Maryland, using a carrier experienced in handling medical instrumentation. This unrestricted acquisition is conducted under FAR Subpart 12.6 for commercial items and is not expected to exceed the simplified acquisition threshold. The Government will award the contract based on best value, where technical capability, past performance, and delivery schedule are collectively considered significantly more important than price. While PExA AB of Gothenburg, Sweden is the brand name reference, the solicitation allows for equal products provided they meet all salient functional and performance characteristics. Proposals must be submitted by November 12, 2026, and must include the offeror's UEI, TIN, business size certification, and the country of origin for all supplies.
