Joint Region Marianas Audio Visual (AV) Refresh
Solicitation # N6264926QH044
Solicitation N6264926QH044 is a total small business set-aside for an audio visual refresh of the Building 200 Flag Conference Room at Joint Region Marianas in Piti, Guam. The objective is to upgrade primary display and audio capabilities while ensuring dependable presentation connectivity for NIPRNet and SIPRNet government computers. The project requires the integration of new components with existing government-furnished equipment, including the secure video teleconference codec, cameras, and control panels. The period of performance is scheduled from September 28, 2026, to December 31, 2026. The contract is a firm-fixed-price award based on a best value trade-off process. Evaluation is divided into three factors, with technical capability and past performance combined being more important than price. Technical proposals must include a high-level strategy, system architecture diagrams, an execution plan with a disruption mitigation strategy, and integration details. Past performance is evaluated based on relevance to military or secure federal facilities within the last five years. The scope of work is divided into five CLINs covering project coordination, equipment installation, programming, system validation, and the removal of old property. Submission requires two separate volumes via email: a technical and past performance volume limited to 23 pages, and a pricing volume. All invoicing must be processed through the Wide Area WorkFlow system. The procurement includes specific requirements for U.S. citizenship and security clearances for personnel accessing the site, and adheres to the Service Contract Labor Standards for Guam. Amendment 0001 updated the performance work statement regarding equipment reuse and incorporated the conference room floor layout.

This Request for Information (RFI) issued by the Department of Veterans Affairs Technology Acquisition Center seeks market feedback on blood bank validation services for the migration of VA Medical Centers from the VistA system to the Oracle Health Millennium EHR platform, including the Oracle Health Pathnet Blood Bank system. The goal is to ensure compliance with regulatory standards from the FDA, AABB, CLIA, The Joint Commission, and VA itself, requiring rigorous Installation, Operational, and Performance Qualifications (IQ/OQ/PQ) across all blood bank and transfusion service workflows. The RFI is structured as a market research tool with no intent to award a contract at this stage, and respondents are explicitly cautioned that no proposals or quotes will be accepted or evaluated, with all submitted information becoming government property without reimbursement for costs. Responses must be submitted electronically by May 28, 2026, to designated VA point of contacts, and any clarifications will be published in a formal RFI amendment to ensure fairness. The validation effort will support 24 go-live events between September 2027 and November 2031, covering up to 109 sites across the VA system, with performance required to occur at the contractor’s facility or via approved telework—no travel is anticipated. Contractors must demonstrate technical expertise in enterprise-wide system validation, including configuration review of orderables, blood products, instrumentation connectivity, and patient compatibility, using standardized templates and delivering a comprehensive Enterprise Blood Bank Validation Plan with a t-minus schedule. Submissions must align with strict VA information security protocols, including FOUO and Acquisition Sensitive labeling, NARA and VA Directive 6300 sanitization standards, FIPS 140-2 encryption, and compliance with Section 508, HIPAA, DISA STIGs, and the VA Technical Reference Model. All personnel require background investigations under VA Handbook 0710, possession of PIV credentials, completion of VA training, and adherence to the Contractor Rules of Behavior, with fingerprinting and SF85/SF86 submissions mandatory. The solicitation is set aside exclusively for small businesses under NAICS 541519 and follows a trade-off selection methodology, though no cost data or pricing structure is solicited in this RFI phase.

This is a Request for Information (RFI) only, and is being issued for the sole purpose of conducting market research and to determine a viable path for solicitation. Please see the two (2) attachments for full details and instructions.

The mission of the VA Electronic Health Record Modernization Integration Office (EHRM-IO) is to transform how the VA delivers health care by implementing an enterprise-wide electronic health record (EHR) to standardize care across facilities, strengthen interoperability and collaboration with federal and community partners, foster innovation, improve provider and Veteran experiences, and ensure the continued delivery of high-quality, safe, and efficient health care to our nation’s Veterans. EHRM-IO is in the process of migrating VA’s Medical Centers (VAMCs) from the Veterans Information Systems and Technology Architecture (VistA) to the Oracle Health (OH) Millennium EHR.Many of these VAMCs operate a blood bank and/or perform transfusion services and will be using the Oracle Health Pathnet Blood Bank system after go-live. Validation Services are required by regulatory and accreditation organizations (VA, Food and Drug Administration (FDA), Association of Advancement of Blood and Biotherapies (AABB), Clinical Laboratory Improvement Amendments (CLIA) and The Joint Commission (TJC)) to ensure patient and blood products safety. Compliance with the Food and Drug Administration (FDA) Regulations requires that these environments are validated prior to go-live.

EHRM-IO seeks a contractor to provide blood bank validation services at each site with Full Blood Bank/Transfusion Medicine Services and those with transfusion only services to validate the build and configuration of the system, both for the local site build and enterprise review of all orderables, interpretation patterns, blood products, instrumentation connectivity and patient product compatibility.
