Blue Wave Car Wash

The City of Pittsburg Planning Division has approved a three-year extension of the Use Permit and design review for the construction of a BlueWave Express Car Wash and self-service vacuum facility. Located at 1160 E. Leland Road in Pittsburg, California, the project will be developed by Cross Development on a 1.36-acre site. The approval, finalized on June 9, 2026, confirms that the project will not have significant environmental impacts beyond those previously analyzed in a Mitigated Negative Declaration, and it remains subject to established mitigation measures and a Mitigation Reporting or Monitoring Plan. The facility will feature a 3,600-square-foot drive-through vehicle wash tunnel located at the northern end of the site, with a primary building height of 18 feet 4 inches and two towers reaching 31 feet and 25 feet 4 inches. The exterior will be finished with white aluminum panels, gray stucco accents, a black metal roof, and a blue cloth canopy. Site improvements include 26 parking spaces, three 12.5-foot drive-through pay lanes with three payment stations, and 22 vacuum stalls, two of which are ADA accessible. The project also includes paved driveways totaling 43,971 square feet and 10-foot setbacks along the north and south ends of the property.
