The Department of Veterans Affairs (VA) is conducting market research to identify qualified firms capable of providing Boiler Safety Device Testing Services in support of the VA Central California Health Care System (VACCHCS) Central Energy Plant located in Fresno, California.



The Government is specifically seeking information regarding contractor capability, experience, geographic availability, and business size status to assist in determining the most appropriate acquisition strategy for this requirement.



The Government anticipates a Firm-Fixed-Price (FFP) services contract for Boiler Safety Device Testing Services.
The contractor shall provide all labor, supervision, management, tools, testing equipment, transportation, permits, personal protective equipment (PPE), and qualified personnel necessary to perform recurring inspection and testing services for boiler plant equipment, pressure vessel inspections, and Boiler External Inspection (BEI) safety devices located within the Central Energy Plant.



Services are anticipated to include:
• Monthly boiler safety device testing activities
• One Government-scheduled semiannual boiler safety device inspection/testing cycle per contract year
• Boiler pressure vessel inspection support
• Boiler External Inspection (BEI) safety device testing
• Completion of Government-provided testing checklists
• Deficiency identification and reporting
• Inspection and testing documentation



This requirement is for inspection and testing services only.



The contractor shall not perform repairs, corrective maintenance, equipment replacement, valve replacement, system modifications, or warranty work under this requirement.



The contractor shall perform services in accordance with:
• VHA Directive 1810
• VHA Boiler and Associated Plant Safety Device Testing Manual
• Government-provided testing checklists
• Applicable manufacturer recommendations
• OSHA requirements
• Federal, State, and local regulations
