AI Contract Overview
The contract pertains to the procurement of 598 units of a shear bolt identified by NSN 5306015271061 and part number NAS1103-14W, manufactured to the current revision of the non-government standard NAS6203 Revision 13 dated December 31, 2024. All items must conform to the latest applicable part standard, with historical manufacturing revisions also accepted if they were current at the time of production. Delivery is required within 382 days after award, with a target ship date of August 31, 2027, and an original delivery date of September 2, 2027. The item is to be delivered FOB origin to the DLA Distribution Depot in Tinker Air Force Base, Oklahoma, with inspection and acceptance occurring at the destination. The contract mandates compliance with the DLA Master List of Technical and Quality Requirements, which supersede other standards, including ASTM D3951 for packaging, which itself must be supplemented by MIL-STD-129 for marking and labeling and MIL-STD-130N for permanent item identification, including manufacturer’s logo, lot number, and material ID. Palletization must follow RP001, DLA’s packaging requirements. Sampling and inspection adhere to MIL-STD-1916 or ASQ H1331 Table 1, and any unspecified attributes are treated as major with zero non-conformances required unless otherwise stated. The use of MIL-STD-105/ASQ Z1.4 is permitted only for sample size determination, not acceptance criteria. Hazard communication standards under 29 CFR 1910.1200 apply if hazardous materials are involved, and the item carries no shelf life requirement. The government retains full inspection and acceptance authority, and the contractor must submit invoices through Wide Area WorkFlow. The contract incorporates multiple FAR and DFARS clauses addressing equal opportunity, combating trafficking, employment eligibility, sustainable products, hazardous materials, cybersecurity safeguards, subcontracting, changes, default, and compliance with export control and prohibited sources. Deviations apply to several clauses, including those pertaining to cybersecurity (NIST SP 800-171), subcontracting, and employment practices. Offerors must provide a Unique Entity Identifier and CAGE code, and disclose their size status and any applicable socioeconomic designations such as WOSB, SDVOS
