The Connecticut Health and Educational Facilities Authority (CHEFA) is issuing a solicitation to qualified firms for underwriter services related to bond issuance, with a contract duration not exceeding three years. Interested firms are invited to submit proposals indicating whether they seek approval as a Senior Manager or Co-Manager, with successful applicants being placed on CHEFA’s qualified list for use by its client institutions across Connecticut. The procurement process is governed by Connecticut statutes, specifically Chapter 187, Section 10a-179, and the RFQ emphasizes compliance with these legal requirements. The solicitation period runs from August 7, 2025, to September 17, 2025, with a vendor Q&A window closing on August 27, 2025. The estimated contract value ranges from one to five million dollars, but no detailed pricing or line-item breakdowns are included in the available documentation. The RFQ and related documents do not specify federal contract clauses, packaging, marking, inspection, or acceptance requirements, nor do they include explicit evaluation criteria, award methodology, or detailed cost structures. The process appears to be qualifications-based, focusing on firms’ ability to serve as underwriters and their designated roles. The primary contact for inquiries and submission is Kara Stuart at CHEFA, located in Hartford, Connecticut. The only attachment referenced is the main RFQ document, which contains the scope of services and additional requirements. Overall, the solicitation is structured to establish a qualified pool of underwriters without detailed federal clause incorporation or specific evaluation metrics, emphasizing compliance with state statutes and the submission of qualifications for inclusion on the approved list.
