The solicitation W9127N26QA093, issued by the U.S. Army Corps of Engineers – Portland District, seeks capability statements from potential suppliers for the fabrication and delivery of spare ultrahigh molecular weight polyethylene (UHMW-PE) antenna skid caps for the Bonneville Lock and Dam’s Passive Interrogation Transponder (PIT) Ice and Trash Sluiceway (ITS) Shield. This is strictly a sources-sought notice issued for market research and informational purposes only, not a formal solicitation or contract award mechanism, and therefore does not constitute a binding procurement under FAR Subpart 5.2. The required items consist of two fabricated UHMW-PE sections under CLIN 0001 and an option for two additional sections under CLIN 0002, each to be manufactured according to detailed reference drawings and specifications that mandate compliance with ASTM standards for density, tensile strength, durometer hardness, water absorption, and friction properties. The material must meet minimum requirements including a specific gravity of 0.034 lbs/in³, tensile strength of 4,000 psi, and durometer hardness of D65, with all fabrication and testing documentation subject to government review. Respondents must submit a capability statement demonstrating full compliance with all technical, material, and quality requirements outlined in the purchase description, including the submission of shop drawings, quality control plans, material certifications, test reports, and fabrication details. The government expects responses from small businesses, small disadvantaged businesses, 8(a) firms, HUBZone firms, woman-owned and veteran-owned small businesses, with a NAICS code of 326199 indicating the target industry. All submissions must be received by the original deadline of June 5, 2026, and responses may be followed by amendments or a future formal RFQ based on market feedback. While the document does not establish a contract or require SAM registration at this stage, it provides key details about delivery logistics: items must be delivered to the Bradford Island Service Building in Cascade Locks, Oregon, during specified working hours (Monday–Thursday, 8 a.m. to 4 p.m.), and delivery coordination with the Contracting Officer’s Representative is mandatory. The contractor must also ensure employment eligibility verification via E-Verify and assume liability for any damage caused to government property during delivery or work activities. A prework conference and formal quality control plan acceptance are required prerequisites to any future
