The item must be delivered FOB origin, with inspection and acceptance occurring at the destination per FAR 52.246-2, and all invoices must be submitted electronically through WAWF. A First Article Test is required, though pricing for both the bracket and test are not specified in the solicitation, leaving contract value undetermined until offeror pricing is submitted. Offerors must provide a valid UEI and CAGE code and certify their small business status, including eligibility for socioeconomic set-asides such as 8(a), HUBZone, SDVOSB, and WOSB. The contract includes mandatory clauses for hazard communication compliance per OSHA 29 CFR 1910.1200, requiring prior submission of hazard labels for non-FIFRA/FDCA-regulated materials, and adherence to DFARS 252.225-7048 for controlled technical data handling. Delivery is to Tinker Air Force Base, and proposals must be submitted via DIBBS with no physical submissions permitted.
