The U.S. Navy’s Fleet Logistics Center Puget Sound is soliciting LED lights and mounts exclusively from Phoenix Products LLC, the approved original equipment manufacturer for replacement lighting systems aboard MSC N72 and ABS-approved T-ALT 23-025 vessels, ensuring full form, fit, and function compatibility with existing systems; non-OEM components are prohibited due to risks of system failure or degraded performance. This procurement is structured as a total small business set-aside under FAR 19.5, restricted to small business concerns including HUBZone and service-disabled veteran-owned small businesses, with the NAICS code 335132 governing eligibility. The requirement encompasses six firm-fixed-price line items detailing specific Phoenix Products LLC part numbers for LED lights and mounts, all of which must be delivered by August 31, 2026, to the Military Sealift Command BATS facility in San Diego, California, under FOB Contractor Destination terms. Packaging and marking must fully comply with DOD and international standards including MIL-STD-2073-1, MIL-STD-129R, MIL-STD-130, ISPM-15, and ASTM D3951, with each shipment labeled for USS MIGUEL KEITH (ESB 5) and containing unique package identifiers for UPS or FedEx deliveries. Inspection and acceptance occur at destination using N62387 as the responsible party, contingent upon verified receipt and adherence to marking and labeling requirements. Quotes must address the entire effort, and evaluation will be based on technical capability including delivery date, past performance, and price—without assigned weights or relative importance—with the selection of the most advantageous offer. Contractors must be registered in SAM.gov, comply with cybersecurity mandates including DFARS 252.204-7012 and NIST SP 800-171, adhere to vendor threat mitigation policies, report unique item identifiers for all components, and submit invoices exclusively through WAWF with precise CLIN and SubCLIN formatting. Submission deadline is June 24, 2026, with all correspondence required to include the designated point of contacts, Zoe Sarto and Brittany Tavassoli, and incorporate mandatory clauses covering gratuities, whistleblower rights, cybersecurity, import compliance, and prohibition of inverted domestic corporations and procurement from the People’s Republic of China.
