AI Contract Overview
The U.S. Army Corps of Engineers, Engineer Research and Development Center Environmental Laboratory, intends to award a sole-source contract to Darwin Chambers Co., LLC for three customized controlled environmental chambers that must be fully compatible with existing systems at the facility. Each chamber must meet strict dimensional requirements of 13’ x 7’ 8½” and 10’ x 13’ 8½”, constructed with 100% poured-in-place polyurethane modular panels offering an R-value of 31 or higher, and feature embossed white galvalume interior and exterior finishes. The chambers are floorless and include a 36” x 78” out-swinging door with key lock and stainless steel kickplate, a 14” x 14” heated viewport with light-proof cover, and six built-in duplex conduits. Operating conditions require temperature control between 4°C and 40°C with ±0.2°C sensor accuracy and ±0.7°C uniformity across the chamber, while humidity must be maintained between 65% and 70% RH with ±1% RH precision at the sensor, all within specified ambient dewpoint conditions. The chambers must be equipped with a CSA/US-certified touchscreen control panel featuring NIST-traceable sensors with calibration certificates, programmable audible and visible alarms for temperature and humidity deviations settable in 0.1°C and 0.1% RH increments, and an independent high-temperature cut-off function. Ventilation includes 20 CFM fresh air with screened intakes and exhausts, and each unit must contain a condensing unit, evaporator/air handler, humidifier, and a desiccant wheel dryer mounted on top. Lighting and safety features include a glow-in-the-dark antimicrobial pull cord to trigger an emergency alarm and glow-in-the-dark labeling. This procurement falls under NAICS 333415 with a small business set-aside classification and is being conducted under FAR 12.102(b) without solicitation or competitive bidding, though capable quotes must be submitted by May 18, 2026, via email only in Word, Excel, or PDF format to designated points of contact; no phone inquiries will be accepted.
