The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Environmental Laboratory (EL) intends to issue an award (IAW RFO FAR 12.102 (b)) to Darwin Chambers Co, LLC, 2945 Washington AVE Saint Louis, Missouri 63103-1305 for three Brand-name customized controlled environmental chambers.



The supplies must be compatible in all aspects (form, fit and function) with existing systems presently installed at the ERDC. The controlled environmental chambers (rooms) must meet the following performance requirements:


-Dimensions:  13’ x 7’ 8’6” and 10’ x 13’ 8’6”


-Material:  Modular panels -100% poured-in-place polyurethane construction with R-Value 31+


-Interior panel surface finish: embossed white galvalume with (Nominal) 4” urethane insulated ceiling and walls.


-Exterior panel surface finish: embossed white galvalume


-Duplex Conduit: Six (6) built in chamber wall


-Door: 36” x 78'' clear-opening, out-swinging, with key lock on door; compatible with door kickplates (stainless steel)


-Door Window: 14" x 14" heated viewport window with light-proof covering


-Floorless


Chamber Operation:


-Chamber temperature range: 4°C to 40°C.


-Chamber temperature control at sensor: ±0.2°C


-Chamber temperature uniformity: ±0.7°C as measured throughout storage area during a 24-hour test period with standard load and airflow, in a controlled ambient condition of 22.2°C ±4.4°C, with a dewpoint at or below 11.1°C.


-Chamber humidity range: 65% RH to 70% RH (within a dewpoint range of 15°C to 25°C)


-Chamber humidity control: ± 1% RH at sensor


Chamber Controls:


-Controls to be mounted in a CSA/US (a US Nationally Recognized Testing Lab) control panel with Touchscreen controls.


-NIST-traceable temperature sensors and controller with calibration certificate


-High and Low, audible/visible, temperature/humidity alarms with dry contact remote output, settable in 0.1°C and 0.1%RH increments


-Independent, user-adjustable high temperature cut off


-20 CFM fresh air with screened intake and exhaust outlets with dampered blower


-Personnel emergency alarm


Glow in the dark label and a glow in the dark antimicrobial pull cord that can trigger alarm when pulled

The intended procurement will be classified under North American Industry Classification System (NAICS) 333415 – Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing with a size standard of 1,250 employees.  This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit capable quotes, including price, sufficient to determine capability in providing the brand-name supply.  All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
