The Department of Transportation’s Maritime Administration (MARAD) intends to award a sole source bridge contract for continued sewage treatment services to the United States Merchant Marine Academy (USMMA) in Kings Point, New York. Due to the unique nature of the incumbent provider, Great Neck Water Pollution Control District (GNWPCD), who formerly operated as The Village of Great Neck, this contract will be awarded without competition under the authority allowing only one responsible source to meet the agency’s requirements. The USMMA relies on GNWPCD’s sewage treatment services because it has no on-site treatment facilities, and the campus sewer system also serves twelve neighboring private residences. The bridge contract ensures uninterrupted service during the transition period while a formal, competitive procurement process is conducted for follow-on services. This bridge contract covers the period from April 1, 2014, to September 30, 2014, under NAICS code 221320 for Sewage Treatment Facilities, and is issued under contract number DTMA91P140040. MARAD previously issued a Sources Sought Notice to gather industry interest and anticipates re-competing this requirement in the third quarter of fiscal year 2014. The contracting officer, Judy Bowers, will administer the contract and handle any inquiries. This action is aimed at preventing any lapse in essential sewage treatment services, recognizing that transitioning providers in the short term would cause unacceptable delays and disrupt critical operations at the USMMA.

Notice of Intent The Department of Transportation, Maritime Administration (MARAD), Office of Acquisition intends to award a sole source bridge contract under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-1(a)(2)(ii)(B) - Only one responsible source and no other supplies or services will satisfy agency requirements. The bridge will be issued for the continuation of Sewage Treatment Service. This bridge is necessary to allow time to formally compete this requirement. Former company -The Village of Great Neck, bought out by Great Neck Water Pollution Control District provides sewage treatment services to the United States Merchant Marine Academy (USMMA) in Kings Point, New York. The Maritime Administration operates the USMMA, located in the Village of Kings Point, Long Island, New York, for the purpose of training officers for the American merchant marine. The sewer system beneath the USMMA grounds is owned by the Federal government and, in addition to the USMMA, is connected and provides services to twelve neighboring private residences under contractual agreements. The USMMA possesses no sewage treatment or disposal facilities. Sewage is pumped from a central pumping station to the sewage plant of the neighboring Great Neck Water Pollution Control District (GNWPCD), a municipal corporation. These services are provided under contract number DTMA1U080001. Great Neck Water Pollution Control District is a large business concern. No source other than the incumbent can satisfy this short-term need given the transition period that would be required, and conducting a follow-on acquisition for this need would result in unacceptable delays in fulfilling the agency's requirement. MARAD intends to award a sole source bridge to ensure there is no lapse in services while the competitive process for the follow-on acquisition is completed. The period of performance for this bridge contract is April 1, 2014 through September 30, 2014. The NAICS code for this requirement is 221320 Sewage Treatment Facilities. This notice is not a request for competitive quotes. MARAD intend to re-compete the requirement 3rd Quarter of FY 2014. A Sources Sought Notice was issued on Fbo.gov under notice number 2014Sewage Treatment Service. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer. MARAD will not be responsible for any costs incurred by an interested party responding to this notice. Questions or comments pertaining to this notice of intent may be e-mailed to contact@example.gov.

A Study on Vessel Design Challenge
Solicitation # 693JF726R000016
The U.S. Maritime Administration (MARAD), through its Maritime Environmental and Technical Assistance (META) program, is issuing a Request for Proposals (RFP No. 693JF726R000016) for a Vessel Design Challenge. The initiative seeks to fund multiple design teams to develop integrated vessel designs that significantly improve fuel efficiency, targeting a 30 percent improvement, and reduce underwater radiated noise (URN). This is a design-stage challenge focusing on technical feasibility and economic achievability through fluid dynamic modeling rather than direct measurement. Total available funding is up to 1.25 million dollars, with individual cooperative agreements intended to range between 150,000 and 450,000 dollars for projects lasting 12 to 18 months. Eligible applicants include domestic entities, with a preference for U.S.-based companies or those operating under the U.S. flag. The program is open to various commercially useful vessel designs, though it specifically excludes small watercraft, recreational vessels, fisheries vessels, and passenger catamarans used for whale-watching. Ideal design teams should adopt a design-build approach, incorporating naval architects, marine engineers, shipyards, and technology providers. Proposals are limited to 20 pages and must include a detailed design integration plan, modeling methodologies, a justifiable budget, and a comprehensive return on investment analysis. Final deliverables consist of a preliminary vessel design and a report on lessons learned, while sensitive proprietary design data will remain confidential.
