This contract pertains to a Broad Agency Announcement (BAA) focused on the development of an unmanned underwater vehicle neutralizer (UUV-N) designed to detect, classify, and neutralize moored and bottom mines in very shallow water (VSW) environments, specifically between 10 to 40 feet deep. The initiative addresses a critical capability gap, as current mine countermeasure systems rely on manned platforms, including personnel, mammals, helicopters, and ships, which operate in hazardous conditions. The Naval Surface Warfare Center – Panama City is soliciting information on existing or developing small UUV mine neutralization systems and associated technologies that can be deployed by no more than two people from small craft. They are particularly interested in advanced sensors, autonomous guidance, communication in surf conditions, neutralization methods such as overpressure, station keeping, hydrodynamic models of VSW, enhanced explosive devices, and RF data link technologies. Industry participation is encouraged through the submission of white papers, brochures, specifications, and related documents, with limited funding available for design proposals and demonstrations. An Industry Awareness Day is scheduled to foster early collaboration and provide a forum for questions and feedback, aiding in the preparation of a formal competitive solicitation anticipated in late fiscal year 2006. Attendance is limited, and registration is required by early July 2005. This event does not serve as a proposal submission opportunity, nor will the government compensate for industry input or participation costs. The overarching goal is to leverage innovative commercial or developmental solutions to support the Naval Special Clearance Team ONE’s VSW toolbox capability and improve the safety and effectiveness of mine neutralization in shallow water environments.

Full Description

This BAA is part a multi-phase program to detect, classify and neutralize moored and bottom mines in the Very Shallow Water (VSW) environment using unmanned underwater vehicles (UUV). Existing Mine Countermeasures (MCM) systems place man, mammal, and expensive manned systems (helicopters and ships) in a hazardous environment. Currently no unmanned system exists to neutralize mines in the VSW; the unmanned underwater vehicle neutralizer (UUV-N) will be developed as part of the Naval Special Clearance Team ONE (NSCT-1) VSW toolbox capability. The Naval Surface Warfare Center - Panama City (NSWC-PC) is seeking information on commercially available, or developmental projects related to small (i.e. capable of being moved and/or deployed by no more than two men) unmanned underwater vehicle mine neutralization (UUV-N) systems, equipment and technologies suitable for mine neutralization missions deployed by small craft in the Very Shallow Water (VSW) zone (10-40 feet water (FSW)). Specific areas of technical interest include but are not limited to: 1. Advanced Sensors for Precise Target Reacquisition in Surge Environment; 2. Countercharge Station Keeping in Surge Environment; 3. Neutralization by Overpressure; 4. UUV Precise Autonomous Guidance to Target Positions; 5. Long Range Command Activation or Communication in Active Surf Conditions; 6. Enhanced Explosive Devices for Neutralizing Influence Mines; 7. UUV Design and Control in Surge Environment; 8. Hydrodynamic Models for Characterization of the VSW Zone; 9. RF Data Links and Data Management Techniques. Descriptive information is sought in the form of white papers, brochures, specification sheets, briefings and company points of contact. Also of interest are concepts based on existing equipment or proven technologies that are planned to become available in the 2005/2007 timeframe. Limited funding is available for design proposals and demonstrations. Firms should indicate any interest or willingness to provided technology or system demonstrations when responding. An Industry Day will be held at the Navy Memorial in Washington DC on 19 July 2005. Input received from this Industry Day will facilitate the development of a future competitive solicitation for an acquisition program in late FY 06. Industry input is desired to allow for an effective acquisition program with well-defined requirements in the Request for Proposal (RFP). Attendance at the Industry Awareness Day is not a prerequisite for ultimately submitting any future proposals. However, it will provide a valuable opportunity for questions & answers and industry input into the read-ahead documentation. Seating is limited. Request a maximum of two (2) representatives per vendor. Request attendees register for the Industry Awareness Day by providing Company/Organization Name, Name(s) of attendees, Company/Organization affiliation, Address, Telephone Number, and e-mail address not later than 8 July 2005. Registration data must be Faxed or e-mailed to the Technical POC ident! ified below. Approximately two weeks prior to the SMCM UUV Industry Day, read ahead documents will be available electronically from the Technical POC for any interested contractor. Registered attendees will be sent this read ahead information by e-mail when available. Any advance questions and/or comments pertaining to the Industry Awareness Day or the read-ahead documentation may be Faxed or e-mailed to the Technical POC so that they can be addressed at Industry Day. The purpose of this Industry Awareness Day is not to obtain proposals and is solely to offer early industry involvement in a contemplated U.S. Navy procurement. The Government does not intend to pay for the information obtained during the workshop or for the time and expense of the industry participants involved. For questions please contact the Technical POC: Paul Moser +1 (555) 000-0000, FAX +1 (555) 000-0000 e-mail contact@example.gov
