Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

Pioneering Aerospace Capabilities, Engineering and Research
Solicitation # FA2391-23-S-2403
The Pioneering Aerospace Capabilities, Engineering and Research (PACER) program, under solicitation FA2391-23-S-2403, is a comprehensive Broad Agency Announcement issued by the Air Force Research Laboratory (AFRL) Aerospace Systems Directorate. This open, two-step solicitation is designed to fund research and development efforts that mature novel aerospace concepts and technologies to appropriate technology readiness levels, specifically targeting transformative capabilities for the warfighter. The program encompasses a wide array of specialized calls, including efforts for hypersonic weapon concepts (HAMWC), automated air-to-air refueling (CRONUS), advanced propulsion and power systems (SNAPP, AEPO, MSIPPT, HITEMP, INNATE), and multidisciplinary design and structures (MASTR, VOLARE, CC DROIDS). The acquisition process typically involves an initial white paper submission followed by full proposals from selected offerors, though some calls utilize a one-step process. Awards may take the form of contracts or assistance instruments, with anticipated types including Cost Plus Fixed Fee (CPFF), Firm-Fixed-Price (FFP), and IDIQ task orders. Due to the sensitive nature of the research, strict security protocols are enforced, requiring offerors to comply with AFRLI 61-113 for Science and Technology Protection and meet CMMC Level 2 and NIST SP 800-171 standards to access Controlled Unclassified Information (CUI). Proposals are evaluated based on the uniqueness and innovation of the approach, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary substantial factor.

**AMENDMENT 3** The Broad Agency Announcement (BAA) has been revised and has been attached to this posting titled "Amendment 3_BAA-NOAA-EODT-2022_FINAL." Updates and revisions to the BAA have been indicated within the document by the red font. The Community Day presentation and slide deck has been provided and is now included in the attachment/links section of this posting. An online link to the Community Day video recording has now been included in the attachments/links section of this posting The attendee list for the EO-DT Community Day is now provided in the attachments/links section of this posting A consolidated spreadsheet of the Questions and Answers (Q&A) received for the EO-DT BAA is now included in the attachments/links section of this posting **AMENDMENT 2** Due to feedback received through offeror questions and in the scheduled 1:1 sessions, the OSAAP JV team has determined it would be beneficial to extend the due date for white paper submissions from the original due date of May 27, 2022 to June 7, 2022. At this time, the due date change is not reflected in the attached BAA pdf. However, another amendment to this BAA is forthcoming, which will reflect updates to the technical requirements of this project resulting from feedback received through questions and vendor 1:1 sessions. At that time, the updated PDF will reflect the June 7, 2022 due date for the white papers. **AMENDMENT 1** It is required for all prospective offerors and partners from industry, academia, and Government to pre-register for the Virtual Community Day Plenary Sessions. This is now indicated by BOLD and UNDERLINED font in the description language. The link to the Virtual Community Day for the EO-DT BAA has been updated to the correct link. The - Digital Twin for Earth Observations Using Artificial Intelligence Broad Agency Announcement (BAA) is posted in accordance with Federal Acquisition Regulation (FAR) Subpart 35.016. The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental and Satellite, Data, and Information Service (NESDIS), Office of Systems Architecture and Advanced Planning (OSAAP) is requesting for submission of white papers the generation, assessment, and delivery to NOAA, of a validated digital twin system for Earth observations (i.e., EO-DT), that could, for demonstration purposes, be applicable to several radiometric and geophysical variables. This BAA is exploratory only and currently there is no planning for activity beyond a demonstration. NOAA is interested in exploring digital twin technologies to allow us to enhance our ability to process, monitor, quality-control, consolidate, fuse, and assimilate environment observations and streamline the satellite data ground processing and dissemination to users and applications. NOAA's expectation is to use the results of this demonstration project to determine how an Earth Observations Digital Twin (EO-DT) may potentially serve as a next-generation ground processing enterprise system used in NOAA operations and interfacing with the Earth System approach modeling effort being undertaken at NOAA. It is expected that the efforts resulting from this BAA will recommend if NOAA proceeded with an EO-DT, the best approaches to adopt in achieving an agile, scalable EO-DT, and provide a limited demonstration of that functionality. The BAA is for the exploration of possibilities for a future state and is not intended to be for an operational ground processing system itself nor an indication that NOAA will proceed with an operational EO-DT. Additional details and technical requirements are included in the attached documents. A virtual Community Day will be held on May 10, 2022 to allow for engagement with the Government on this requirement. It is REQUIRED that all partners from industry, academia, and Government pre-register for this event at the link listed in the attachments/links section of this posting titled, "EO-DT VIRTUAL COMMUNITY DAY: Registration Form." Attendees should consider submitting questions pertaining to the BAA in advance of Community Day to ensure that a thorough response to these inquiries is incorporated in the presentations and question response sessions. All questions shall be submitted NO LATER THAN May 6, 2022 at 12PM to the Contracting Officer, Gabriela Bravo, and Contract Specialist, Bryton Curtis at contact@example.gov and contact@example.gov. Upon registration for the event, attendees will have the opportunity to register for a limited number of 1-on-1 Question and Answer breakout session with Government representatives. The purpose of these 1-on-1 sessions is to give industry partners the opportunity to ask Government representatives questions that may reveal information that is sensitive in nature pertaining to their approach. A link to the registration page for the NOAA EO-DT BAA 1-on-1 sessions is listed in the attachments/links section of this posting titled, "EO-DT COMMUNITY DAY: 1-on-1 Session Sign-up Sheet." *** Registration for both the Community Day and the 1-on-1 sessions occurs on a third party site. You will be exiting this government site to register. ***
