AI Contract Overview
The Joint All Domain Persistent Adaptive Collaborative Technologies Project (JADPACT II), solicitation FA238426SB004, is a Broad Agency Announcement issued by the Air Force Research Laboratory to explore command and control concepts leveraging AI, machine learning, and autonomy. The project aims to achieve decision advantage in military operations by developing Human-Machine Teaming concepts across four primary decision domains: Command, Plan, Analysis, and Battle Management. This effort focuses on optimizing 52 discrete decision functions to improve battle management and ensure warfighter involvement in the development of automation tools. The BAA remains active for three years, with specific research opportunities to be released through subsequent Closed Calls and individual solicitations. Proposals will be evaluated based on technical merit, including the innovation of the approach, understanding of the scope, and potential for government transition, as well as cost realism. Awards are determined via peer or scientific review and funding availability. Key requirements for participants include U.S. citizenship for personnel accessing government facilities or networks and a minimum Tier 1 background check for positions of trust. While participants retain their intellectual property, the government reserves the right to analyze collected data to refine software requirements. Deliverables include detailed statements of work and scientific and technical reports, with all public releases requiring prior Air Force clearance.

Full Description
The Joint All Domain Persistent Adaptive Collaborative Technologies Project is exploring command and control (C2) concepts that enable use of AI/autonomy. C2 Decision Advantage Events provide support for C2 associated decisions and an opportunity to learn about and explore many different AI/ML/automation approaches for C2. The events and R&D aim to ensure warfighter involvement in the development of AI/ML/automation and Human-Machine Teaming (HMT) concepts to further identify areas where autonomy would help warfighters.
Each event will have a Closed Call issued with details. Submitted proposals should reflect an understanding of the decision function, describe the potential product solution, and address coverage of the technical requirements by the potential solution. As part of “understanding of the decision function”, include an unclassified military use case (short vignette) that demonstrates the company’s/party’s understanding the decision function.
