The U.S. Army Natick Soldier Systems Center issued a Broad Agency Announcement (BAA) for research and exploratory development in various scientific and technical areas relevant to soldier systems and military equipment. This solicitation promotes full and open competition and follows a two-step process: first, interested parties must submit a concept paper, and upon government interest, they may be invited to submit a full proposal. The submission of a concept paper is mandatory prior to any proposal, and all submissions will be evaluated by technical peer review, emphasizing technical merit, program relevance, and cost considerations. The BAA remains open until March 31, 2009, although concept papers are accepted continuously through February 28, 2009. Key technical focus areas include combat feeding equipment and systems, combat ration research, warrior systems technologies (such as ballistic and chemical protection, cognitive improvement, and soldier-borne power sources), tentage and fabric structures, advanced airdrop systems, textile technologies, modeling and simulation for individual and small unit performance, neuroepidemiology, the National Protection Center, and robotics and advanced technologies for unmanned systems and individual warriors. The announcement does not guarantee funding, and detailed instructions, including submission guidelines and technical contacts, are available through the Natick Soldier Systems Center website.
