AI Contract Overview
The United States Postal Service is soliciting proposals for a comprehensive HVAC upgrade at the Brooklyn Rugby Station located at 726 Utica Avenue, Brooklyn, NY 11203, with an estimated project cost between $3 million and $4 million. The work includes replacing the existing 908 MBH boiler plant with a new 1,500 MBH condensing hot water boiler, installing hydronic distribution piping, cabinet and unit heaters, DX split systems, exhaust fans, a ductless mini-split system, and integrating the Building Management System with the USPS Enterprise Energy Management System. Electrical upgrades, commissioning, testing, balancing, and facility training are also required. Proposals must be submitted electronically through the USPS eSourcing Coupa platform, with the solicitation opening on June 23, 2026, and closing on July 23, 2026. A mandatory pre-proposal meeting is scheduled for July 1, 2026, at the site, and attendance is strongly recommended. The contract award will be based on best value, where the lowest overall price is prioritized but may be exceeded if superior technical or management capabilities provide greater overall benefit. To be considered, offerors must meet mandatory pass/fail criteria including a minimum of five consecutive years in business, submission of two comparable project examples, signed price documentation, compliance with specific provisions covering key personnel, representations and certifications, domestic material sourcing, and authorized negotiators. Contractors must also provide proof of VETS-4212 registration with the Department of Labor, be capable of obtaining 100% performance and payment bonds within seven calendar days of a Notice of Intent to Award, and submit an approved Project-Specific Safety Plan prior to receiving the Notice to Proceed. All work must be coordinated with the facility manager to ensure no disruption to USPS mail operations, and the contractor must comply with Clause F-102’s screening requirements for personnel. The period of performance is 750 calendar days from the Notice to Proceed. Only registered users of the Coupa system may submit bids, and failure to comply with registration procedures or submit proposals by the deadline will disqualify an offeror.

The Postal Service bases contract award decisions on best value. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price to achieve small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price.
