The Facilities Construction R&A East CMT of the United States Postal Service is soliciting proposals for a HVAC Upgrade project, at the United States Postal Service owned Brooklyn Rugby Station 726 Utica Avenue, Brooklyn, NY 11203, Kings County.  Please see attached Summary of Work.

The estimated cost of the work is between $3,000,000 and $4,000,000; with construction completion no later than Seven hundred fifty (750) calendar days after receipt of the Notice to Proceed.

The solicitation will open June 23 2026 on USPS eSourcing Coupa (see How to Participate below) and close on July 23 2026.  A pre-proposal meeting for this project will be held on July 1, 2026 at 9:00am, (local time) on site.  Attendance is not mandatory but is strongly recommended.  Technical inquiries are to be addressed to Phil Quense, Architect/Engineer, Crane Associates, at (908) 203-8788, or the USPS Project Manager, Efe Kaynar at (718) 314-6871.

The Postal Service bases contract award decisions on best value.  The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price to achieve small price savings if better value can be achieved with superior technical or management features.  The benefits of a higher priced proposal may merit a higher price.


MINIMUM REQUIREMENTS:
The Requirements below will be evaluated on a Pass/Fail Basis.


Experience Profile: Two examples of comparable projects as defined on form under Attachment 22: Experience Profile.
Years in Business: Proof of having been in the construction business for a minimum of 5 consecutive years.



Price Proposal: Signed Offer and Award (Page 1), Schedule of Values (see eRFX Excel Attachment), Schedule of Unit Prices (if applicable), and Schedule of Alternates (if applicable).


Terms & Conditions: Affirmation of Contract Terms, Acknowledgement of Solicitation Amendments; (if applicable), Provision F-202: Key Personnel; Provision 4-3: Representations and Certifications; Provision 1-3: Domestic Source Certificate - Construction Materials; and Provision F-401: Authorized Negotiators.


Form VETS-4212 Documentation is required. If you are not registered with Department of Labor Report System, you must register on the DOL website at: https://vets4212.dol.gov/vets4212 and provide proof of registration.



Please Note:



Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project in seven (7) calendar days of receipt of a Notice of Intent to Award.



All projects are solicited and awarded as singular events. Awardees may have multiple projects in the construction phase at the same time and would be required to obtain full bonding for each project during the agreed upon construction period. Construction will not be delayed due to the inability to acquire and maintain bonding on multiple projects simultaneously.



Contractor will be responsible for coordination of all work in a manner that will not interfere with mail operations and coordinate all work related to this phased project with the Facility Manager or designee.


Successful offeror will be required to submit a Project Specific Safety Plan acceptable to the USPS 
Contracting Officer before a Notice to Proceed (NTP) is issued.


The successful offeror will be bound by the Contractor's Screening Requirements. Offerors must 
familiarize themselves with the requirements of Clause F-102.
