Modification 001 for solicitation SB1341-15-RQ-0674 concerns the disposal of a BT9 Drum by the Department of Commerce NIST in Gaithersburg, Maryland. The drum contains activation products possessed under a U.S. Nuclear Regulatory Commission License, with an estimated radionuclide concentration of 1.3 milliCi of Co-60. The physical structure of the drum consists primarily of lead, steel borated poly, and boral. While the lead is expected to pass the characteristic leaching procedure, NIST notes that it is not classified as RCRA-hazardous in its current state. NIST will provide the necessary personnel and equipment to load the drum onto an open-sided flatbed truck for transport. Technical details regarding the dimensions and internal structure of the neutron shield are provided via attached drawings and photographs to eliminate the need for site visits. The procurement is managed by Contract Specialists Ranae M. Armstrong and Lynda M. Roark under NAICS code 562112.

The purpose of modificiaton 001 is to provide vendor questions and the technical representative's response. Please see below: Q1. Are the activation products in the BT9 drum possessed under NIST's U.S. Nuclear Regulatory Commission License? R1. Yes, IAW NCNR's TR-5 License Q2. What is the estimate of radionuclide concentrations within tht BT9 Drum for manifesting and waste prfiling purposes? R2. The activity is estimated to be 1.3 milliCi of Co-60. The estimated Co-60 activity was calculated using the maximum dose rate at 1 foot from the drum (0.90 mrem/hour) and assumed the radiation was emitted from a point source in the middle of the drum. Nuclide identification was done through gamma spectroscopy. Q3. Provide a drawing or verbal description of the internal structure and physical components of the BT9 Drum, including materials (e.g., thicknesses of steel, lead). R3. A drawing has been attached for dimensions. Major constituents: Lead (99% pure), steel borated poly and boral (borated aluminum) Q4. Will NIST provide personnel and equipment to load the BT9 Drum onto the transport vehicle? R4. Yes. NIST will supply personnel and equipment to load the drum onto an open sided flat bed truck Q5. Section II.b.1 of the solicitation states that the BT9 Drum contains lead but does not contain RCRA-hazardous materials. On what basis has NIST concluded that no RCRA-hazardous materials are present? R5. The lead in its current state would pass the characteristic leaching procedure (TCLP: Method-1311). However, it is unknown what the outcome of the test would be if the item's physical state was changed in any way. NOTE - for the purposes of the TCLP test, the lead concentration of the entire object being discared is measured Q6. What are the approximae measurements of the neutron shield to be removed? R6. A drawing has been attached which provides the dimensions. Please review the drawing Q7. What sort of access for removal is there? Hallways, elevators, loading dock? R7. Yes. NIST will supply personnel and equipment to load the drum onto an open sided flatbed truck Q8. Is a site visit to view unit possible? R8. A photograph of the unit has been attached to this solicitation which should provide the same information as would be obtained through a site visit

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
