Full Description
The USDA Rural Development (RD) intends on awarding a competitive Blanket PUrchase Agreement (BPA) Call Order against multiple award Organizational Analysis and Program Management (OAPM) BPA. Requirements include providing assistance in gathering data to help inform and coordinate a department as well as individual Agency decision-making on the implementation of the BABAA requirements, at the program, project, or product levels. The Government requires contractor support for a USDA technical and administrative task to help inform and coordinate Department/Agency policy development and decision-making relating to the BABAA program. Specifically, contracts support is needed to perform market research on product availability, analyze requests for waivers, assist with informational site visits, and as a result prepare a process evaluation and workforce plan for USDA to consider building BABAA permanent staffing recommendations.

This is not a solicitation. This synopsis notification of intent to award a BPA Call Order does not constitute a request for proposals or submission of any information in response to this notification. This procurement is restricted to those approved companies eligible for call orders under the OAPM BPA. There are currently 3 companies that will receive this solicitation. The Call Order shall be issued via email to those companies listed on the BPA. Any changes to the Call Order RFQ will also be emailed to those companies listed on the BPA.
This requirement will be competitively awarded as a BPA Call Order against the aforementioned multiple award schedule BPA previously solicited on the Government Point of Entry (GPE, sam.gov). The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.
