Building Automation System

The Department of Veterans Affairs, through the Network Contracting Officer 01 based in Brockton, MA, intends to award a sole source contract to TRANE US Inc. under FAR 6.302-1 for the upgrade and integration of legacy LON field-controller infrastructure into the existing Trane Tracer Building Automation System at the West Roxbury VA Medical Center in Massachusetts. The contract requires the installation of new Trane Tracer S500 programmable controllers, conversion of one existing Symbio 700 controller to BACnet-IP, and full integration of all new and modified components into the current BAS architecture. Work includes engineering, configuration, programming, graphics development, electrical installation of low-voltage controls, system commissioning, and project management with close coordination to VA operations. The contractor must provide a one-year warranty on all materials and labor and deliver a comprehensive controls submittal package, project schedule, outage plan, and functional verification documentation. All systems must undergo start-up and functional testing before VA acceptance, with any deficiencies documented and corrected via a punch list. Compliance with VA security protocols is mandatory, including obtaining short-term identification badges for all personnel, adhering to VA Handbook 6500.6 which prohibits the transfer or storage of sensitive information, and following all federal and VA records management requirements governed by the Federal Records Act, NARA regulations, and the Privacy Act of 1974. All records and deliverables produced under this contract are the property of the VHA with unlimited rights, and the contractor is prohibited from retaining, using, selling, or disseminating any information covered by FOIA exemptions or the Privacy Act. Subcontracting is strictly controlled, requiring prior Contracting Officer approval for any subcontractor involvement involving information disclosure, and the prime contractor assumes full liability for subcontractor compliance. All work must be performed in accordance with VA site safety, infection control, lockout/tagout, and access requirements, with all outages and system impacts requiring advance VA approval to avoid disruption to patient care operations.
