The telemetry system must be fully operational from day one of contract performance, maintain a 10-day reserve supply, and include an appropriate backup power source, with the contractor responsible for ongoing testing, verification, and maintenance of the system’s integrity. Every delivery must be accompanied by the lot number and fluid quality certification, and traceability records must be retained according to ISBT standards. Field service reports must be provided after each maintenance visit, detailing equipment identification, work performed, technician information, hours expended, and parts replaced, with summary reports submitted to the FDA’s Contracting Officer’s Representative and Contract Specialist after each servicing event. All contractors must comply with federal safety, transportation, storage, and certification regulations governing hazardous gases, including adherence to Federal Standard 313 and OSHA’s Hazard Communication Standard, ensuring Material Safety Data Sheets are prepared for each hazardous item and contain precise identifiers such as the contract number, part number or trade name, National or Local Stock Number, Temporary Stock Number, Activity Control Number, and complete specification reference. The contractor is responsible for securing and maintaining all required licenses, certifications, and local approvals throughout the contract lifecycle and must preserve manufacturer warranties on government-owned equipment without unauthorized adjustments. The acquisition must follow Buy American Act compliance, requiring disclosure of the place of manufacture and supporting documentation for Made in America evaluations.
