AI Contract Overview
The U.S. Army Contracting Command at Dugway Proving Ground is seeking a firm-fixed-price contract with economic price adjustment for the supply and delivery of bulk commercial propane, with an estimated annual requirement of 1,202,000 gallons and a potential performance period of up to five years including four one-year option periods. The solicitation, numbered W911S6-26-Q-A009, is being conducted under FAR Part 12 as a full and open competition for commercial products and services. Pricing for propane deliveries is tied to the Butane-Propane News (BPN) Index, with a mandatory baseline established as of Thursday, April 23, 2026, at the AePEX Energy: Las Vegas, NV posting, following an urgent correction from the prior Altamont, UT location referenced in Amendment 0001. Offerors must use the revised pricing schedule, Attachment 2 – Pricing Schedule (Revised 01-May-2026), and provide verifiable proof of the Las Vegas index price for evaluation. All submissions must adhere to the three-volume format: Volume I for Technical Quote, Volume II for Past Performance, and Volume III for Pricing, with the latter submitted exclusively via email to the Contract Specialist by 10:00 AM MDT on Wednesday, 6 May 2026. Evaluation follows a Lowest Price Technically Acceptable (LPTA) approach, where offerors must first demonstrate responsibility by meeting the past performance threshold of at least one recent contract delivering 500,000+ gallons of propane annually, and then achieve a technically acceptable rating based on their proposed technical approach, quality control plan, and phase-in/phase-out plan. The contract requires compliance with stringent marking standards, including Unique Item Identification via Data Matrix symbology under MIL-STD-130 and shipment labeling per MIL-STD-129. Additional requirements include AT Level I training for all personnel, submission of a phase-in/phase-out plan within 30 days of award, adherence to physical security protocols under AR 190-13, and mandatory electronic invoicing through WAWF. Contract administration is governed by specific clauses including FAR 52.212-4, 52.217-9, and 52.240-91, with a deviated security clause and subcontracts clause. Offerors must acknowledge receipt
