Full Description
The USDA/ARS/APD is conducting market research to identify responsible and capable businesses—particularly Small Business, WOSB, HUBZone, SDVOSB, and SBA‑certified small business concerns—that can provide a national establishment‑level time‑series dataset covering all U.S. business establishments from 1990 through 2025.
This notice is issued strictly for information and planning purposes and does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), or a promise to issue a solicitation.
This notice seeks to assess marketplace capabilities and determine the appropriate acquisition strategy, including potential small‑business set‑aside considerations.
Requirement Description
USDA requires access to a commercially available dataset or data service that provides:
- Complete establishment‑level microdata for all U.S. business establishments, 1990–2025
- Business name, address, geocodes (latitude/longitude), and DUNS‑derived identifiers
- Headquarters linkages and corporate “family tree”
- Industry classification (NAICS to 6‑digit)
- Employment and sales, including growth indicators
- Indicators such as foreign‑owned, minority‑owned, women‑owned, import/export, and government contracts flags
- Move/relocation history with origin/destination FIPS
- Availability in tab‑delimited ASCII and SQL Server formats
- Vendor‑provided technical assistance for the duration of the license
