Description


The Indian Health Service (IHS), Chinle Comprehensive Health Care Facility, Health Promotion Department, intends to procure audio/visual equipment and related supplies to support public health outreach and education initiatives.


This acquisition is being conducted in accordance with:


  • 25 U.S.C. § 47 (Buy Indian Act)
  • HHSAR Subpart 326.6

The contractor shall provide commercial off-the-shelf (COTS) audio/visual equipment, including but not limited to:


  • Digital cameras (video and photography)
  • SD cards and storage media

Accordingly:


  • Preference will be given first to qualified American Indian-owned businesses (ISBEEs/IEEs) capable of meeting the requirement at fair and reasonable pricing.

If the Government does not identify sufficient qualified ISBEE/IEE vendors, the Contracting Officer may:


  • Pursue a deviation from the Buy Indian Act, as appropriate, and
  • Proceed with the acquisition under FAR-based procedures, in accordance with the order of precedence at FAR 8.002, which may include use of GSA Federal Supply Schedules or other competitive methods

Acquisition Strategy


The Government anticipates utilizing:


  • GSA Multiple Award Schedule (MAS) (if applicable), and/or
  • Open market procedures, FAR Part 12 Commercial Items, Simplified Acquisition Procedures.

In accordance with FAR 8.402(f), open market items may be included with schedule orders if all applicable acquisition regulations are followed, pricing is determined fair and reasonable, and items are clearly identified.
