The Department of Agriculture's Natural Resources Conservation Service (NRCS) is conducting a reannouncement of a previously announced acquisition involving Geological Analysis Services across the fifty states and U.S. territories in the Caribbean and Pacific Basins. This acquisition is being transitioned to a standard competition under the revised OMB Circular A-76 dated May 29, 2003, with possible deviations approved by OMB to retain prior cost rules. The acquisition is also determined to be subject to the Brooks Act, which mandates the procurement of Architect-Engineer Services using specific procedures. The NRCS plans to perform a cost comparison study, pursuant to OMB Circular A-76, to determine the most cost-effective provider between government personnel and commercial contractors. If a contractor is selected, the contract will be awarded in accordance with OMB Circular A-76, Federal Acquisition Regulations, and NRCS policies. This announcement serves as the first of three sources sought notices, inviting interested and qualified commercial providers to participate in this competition. Contractors must follow Brooks Act Procurement Regulations and comply with the selection process outlined in Federal Acquisition Regulation Part 36. The contract, if awarded, will include a one-year base period plus four one-year option periods. The Performance Work Statement (PWS) outlining the scope of services has been posted for review and comment on the federal business opportunities website, with comments due by July 9, 2003. Interested parties must express their interest by email no later than July 23, 2003. All inquiries and comments must be submitted in writing to the designated contact, Steve Latimer, via email or facsimile, with no telephone questions permitted.
