DESCRIPTION: Architect/Engineer (A/E) services are required for a regional firm fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract primarily for civil/structural projects for locations within the Naval Facilities Engineering Command Northwest (NAVFAC NW) Area of Responsibility (AOR) to include, but not limited to, Washington, Oregon, Idaho, Montana, Wyoming, and Alaska. Work will primarily be performed in Washington; however, work may occur in other areas of the United States when necessary. Required A/E services are primarily civil/structural in nature, but a strong multi-discipline team is required. The maximum contract value may not exceed $30,000,000 aggregate total. The minimum guarantee for the contract shall be $10,000. The value of individual task orders executed under this contract may range from $1,000 to $1,500,000. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. Contractors are not guaranteed work in excess of the minimum guarantee. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. Contract term is for a one-year base period with four option periods. Each performance period will run for a one-year period, or until the maximum dollar limit is reached, whichever occurs first. The Government may exercise the option periods unilaterally. Per NFAS 17.208-100(c)(1), options for post construction award services may be negotiated on individual task orders for unilateral exercise. Estimated start date for this contract is May 2010. Shipyard Infrastructure Optimization Program Multi-Mission Dry Dock, Multiple Award Construction Contract
Solicitation # N4425526R0005
The Naval Facilities Engineering Systems Command (NAVFAC) is soliciting an Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) to support the Shipyard Infrastructure Optimization Program (SIOP) Multi-Mission Dry Dock (MMDD). Located primarily at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Bremerton, Washington, the scope includes heavy and civil engineering waterfront facilities as well as commercial and institutional construction using design-build and design-bid-build methodologies. The contract has a maximum aggregate estimated value of 15 billion dollars over a potential 10-year period, consisting of a five-year base and one five-year option. Major task orders are expected to range from 2 billion to 6 billion dollars, though smaller orders for Early Contractor Involvement and Alternative Technical Concepts may be issued. Each MACC holder is guaranteed a minimum of 1 million dollars. Award will be determined via a Best Value Trade-off process where non-price technical factors are more important than price.
