This contract involves architectural and engineering services for the study and design of a new replacement building for the MSFC Space Science Laboratory, designated Building 4481, totaling approximately 120,000 square feet. The facility will accommodate around 315 employees and include office spaces, laboratories, clean rooms, computer and data rooms, conference and break rooms, restrooms, and other support areas. The design must accommodate standard systems such as HVAC, electrical, mechanical, architectural, and structural elements, as well as specialized requirements including 10K clean rooms, oxygen detection, auxiliary and uninterruptible power systems, lab gas feeds, cryogen feeds, isolated floor slabs, and site amenities like sidewalks, parking, landscaping, and a truck dock. The selected architectural/engineering firm is responsible for preliminary planning with user coordination, field investigations, preparation of final design packages including drawings, specifications, and cost estimates, as well as construction support such as shop drawing reviews and interpretation. The project calls for expertise in multiple disciplines — architectural, structural, electrical, mechanical, civil/site work, landscaping, cost estimating, and specification development — all overseen by registered licensed professionals. Firms must meet stringent staffing requirements and demonstrate experience with similar large-scale industrial or laboratory facilities, energy-efficient designs per DOE standards, and sustainable design practices including LEED certification. The construction budget exceeds $10 million, and firms must be located within 400 miles of MSFC in Alabama and possess compatible CAD capabilities with NASA’s systems. Selection criteria emphasize experience with clean room facilities, power systems, cryogenic labs, successful management of budgets and schedules, commissioning expertise, and prior collaboration with NASA or equivalent organizations.
