The Department of Veterans Affairs issued a Request for Information (RFI) and Sources Sought notice to gather market research related to Building Information Modeling (BIM) and Computer-Aided Design and Drafting (CADD) services. This solicitation is not a formal request for proposals but is intended to inform potential future acquisitions in modeling VHA facility and water systems across the United States. The goal is to create accurate, up-to-date spatial and water system models that support facility troubleshooting, emergency preparedness, and renovation efforts. The VA seeks solutions that include verifying existing documentation against actual layouts, developing BIM models, and providing a centralized enterprise repository for managing and securely accessing these models and associated CAD drawings remotely. Since many VHA sites currently lack the staffing and IT infrastructure to support BIM, respondents are expected to propose solutions that address these gaps. Interested contractors are requested to review the draft Performance Work Statement and respond to detailed questions and a vendor survey covering organizational info, applicable NAICS codes (primarily in engineering and computer systems design services), pricing, labor categories, and previous relevant contracts. Responses are voluntary, non-binding, and must be submitted by April 24, 2015. The information collected will assist the VA in planning any future solicitations and does not commit the government to any contract award. All submissions become government property and will not be returned. This market research aims to refine the VA’s requirements for a comprehensive BIM/CADD solution to enhance facility management and operational efficiency within the Veterans Health Administration.

BIM CADD Project Request for Information/Sources Sought Notice THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) - or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification. NAICS Code(s): 541330 - Engineering Services 541370- Construction surveying services 541513- Computer Facilities Management Services 541512- Computer Systems Design Services The VA is seeking a solution to model facility and water systems, throughout the US at VHA locations, using Building Information Management (BIM) modeling and associated services to provide accurate, timely, up-to-date spatial layout information and water systems. The models shall provide accurate information for use during facility trouble shooting, emergency preparedness and renovations. The models shall have the ability to be enhanced over time to include additional levels of development and building systems. Included in the VA's requirement is the verification of existing documents (paper drawings, electronic CAD drawings and in some cases Revit models) with the actual layout and configuration of the building and the water systems. This data would then be used to develop a BIM model of VHA facilities. All resulting BIM models and associated data must be able to be stored, and managed in a repository and must be able to generate CAD drawings with secure access from anywhere in the VA. The repository shall be an enterprise-wide solution to centrally access, manage, update and control these drawings to include the database management services to accomplish this task. Currently all sites do not have staff or computer infrastructure to facilitate BIM models; therefore, part of the solution will be to address these deficiencies. Interested Contractors are requested to provide feedback to the DRAFT Performance Work Statement (PWS), and to respond to the questions in the posted attachments. 1) To enhance the VA's understanding of Building Information Modeling, please provide responses to questions posed in the attachment, ATTACHMENT 1 - BIM/CADD Questions.docx. 2) Complete the Vendor Survey, ATTACHMENT 2 - BIM/CADD RFI SURVEY.XLS. a. Org Information - Provide general information on your organization (i.e. name, address, email, etc.) b. Service Info - Provide the applicable NAICS for the service(s) your organization can perform which is attributed to your company's socio-economic category. Also, provide any GSA Federal Supply Schedule (FSS) Information or other existing contracts that can be used. c. Labor Categories & Price Estimate - Provide recommended labor categories, rates and hours for the services your company can provide. Provide as much information as possible as well as any questions/recommendations you may have. Responses must be received by this office on or before 4:30 PM EST on April 24, 2015.
