Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The Naval Air Systems Command initially issued Solicitation N00024-06-R-3207 in March 2006 for Information Assurance support services, intended to be awarded through Seaport-e as a Cost Plus Fixed Fee contract with Firm Fixed Priced options. However, due to the inability to clearly define the government’s requirements, this approach was deemed unsuitable, leading to the cancellation of the original solicitation in its entirety. The requirement was then restructured into a performance-based task to be competitively resolicited as a Total Small Business Set-Aside under a new solicitation number N00421-07-R-0005. This new contract is planned as a Firm Fixed Price, Level of Effort delivery order contract, covering a base year with four option years, thereby providing a clearer and more structured acquisition strategy. The solicitation is managed by the Naval Air Warfare Center Air Division of the Department of Defense, with the office located in Patuxent River, Maryland. The NAICS code for the requirement is 541330, reflecting professional engineering services. Patricia A. Cornett serves as the Procuring Contracting Officer, while Hazel Barnes is the designated Contract Specialist for inquiries. The approach under this restructure emphasizes a streamlined, small business-focused competition to ensure delivery of Information Assurance support services aligned with government needs in a flexible yet cost-controlled manner.

NAWCAD WOLF Identification Systems Technical Management Support Services RFO
Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River or St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, evaluated through a sample task and key personnel resumes, and past performance are used to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Contract Surveillance Plan and CPARS evaluations.
