The Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and several Navy partners, is conducting a rolling admission under the SeaPort Enhanced (Seaport e) Multiple Award Contracts program. This process aims to expand contract coverage geographically and add Office of Naval Research activities as authorized ordering offices. The rolling admission will award additional Indefinite Delivery/Indefinite Quantity (ID/IQ) prime contracts, allowing existing contractors to extend their reach into new zones. Contracts will be awarded on a best value basis without oral proposals or discussions, focusing heavily on performance-based orders. The program covers multiple service categories, including architectural, engineering, IT, maintenance, quality control, and installation services, among others. Small business participation is strongly encouraged, with a goal of awarding 33 percent of total contract dollars to small businesses and subcontracting requirements for large businesses. Contracts are structured to include various pricing types such as firm fixed price and cost-plus arrangements but exclude time and materials orders. Competition for task orders occurs within seven defined geographic zones, with limits on fees, cost escalation, and pass-through charges. Special emphasis is placed on increasing participation from small business subcategories like HUBZone, Women-Owned Small Businesses, service-disabled veteran-owned, and 8(a) firms. Prospective offerors must monitor the Seaport website for related solicitations, amendments, and supporting documentation. The solicitation associated with this rolling admission carries the number N00178-07-R-4000 with a draft expected to be released by late November 2006 and final awards targeted for April 2007.
