AI Contract Overview

Engineering Field Activity, Northwest intends to increase the capacity of contract N44255-01-D-1035 by 500,000 dollars on a sole source basis. Originally awarded to Berger Abam Engineers, Inc. in May 2002 for marine waterfront projects, the contract requires additional funding to cover post construction award services for three active pier projects. The government has determined that using the original designer of record is necessary to avoid substantial duplication of costs and delays to mission critical timelines. This action is a notice of intent rather than a request for proposal. Other firms may submit documentation to demonstrate their ability to provide the services with greater savings in time and cost. All supporting documentation must be submitted to Cynthia R. Harley at the Engineering Field Activity, Northwest office in Poulsbo, Washington, by the specified deadline. The final decision to compete the work remains at the sole discretion of the government.

Full Description

Under the authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, Engineering Field Activity, Northwest (EFA NW) intends to increase the capacity under contract N44255-01-D-1035, Indefinite Quantity Architect-Engineering Contract for Marine Waterfront Projects at Various Locations Serviced by EFANW by $500,000 on a sole source basis. Contract N44255-01-D-1035 was awarded on 29 May 2002 to Berger Abam Engineers, Inc. and included a base year and two option years. The maximum contract value for the base year and two option years was $5,000,000 combined. The first option year expired on 28 May 2004 and the second option year was awarded. The second option expires on28 May 2005. The remaining capacity is not adequate to accommodate post construction award services for three pier projects currently in the middle construction. The Government has determined that awarding these services to a contractor other than the designer of record, Berger Abam, would result in substantial duplication of cost to the Government and would considerably increase the time of performance on these mission critical projects. This is NOT a request for proposal. However, if another firm believes it can perform these services with greater dollar and time savings than anticipated by the Government by going sole source, they need to demonstrate so to the Government. Your documentation should be submitted to Engineering Field Activity, Northwest, Attn: Cindy Harley, 19917 7th Avenue NE, Poulsbo, WA 98370-7570 no later than 4:00 p.m. local time on (insert date). A determination by the Government not to compete this proposed work based on responses to this notice is solely within the discretion of the Government.

Solicitation # N4425526R0005
The Naval Facilities Engineering Systems Command (NAVFAC) is soliciting an Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) to support the Shipyard Infrastructure Optimization Program (SIOP) Multi-Mission Dry Dock (MMDD). Located primarily at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Bremerton, Washington, the scope includes heavy and civil engineering waterfront facilities as well as commercial and institutional construction using design-build and design-bid-build methodologies. Each MACC holder is guaranteed a minimum of 1 million dollars. Award will be determined via a Best Value Trade-off process where non-price technical factors are more important than price.
