The Department of Veterans Affairs, through Network Contracting Office 7, plans to award a sole-source, firm-fixed-price contract to Miller-Remick, LLC for Architect/Engineer Construction Period Services (CPS) related to the Renovate SPS Spaces project at the Ralph H. Johnson VA Health Care System in Charleston, South Carolina. The design phase for the project is fully complete, and although funding for design has expired, CPS support is required to continue through the construction phase, which is scheduled for completion by January 8, 2028. Services include construction submittal reviews, responding to contractor inquiries, executing design changes, and participating in site visits and meetings to ensure the design intent is properly implemented and the facility is delivered as planned. The intent is to retain the original designer of record for continuity during construction. This notice is not a solicitation for competitive proposals, but rather an announcement under FAR authority that only one responsible source exists to meet the agency’s requirements. While no competitive solicitation will be issued, the agency invites any interested and capable firms registered in the System for Award Management to submit capability statements if they believe they can perform alongside the designated contractor. Responses will inform the agency’s decision on whether to pursue a competitive procurement, but there is no guarantee of award or reimbursement for submissions. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541310, with a size standard of $12.5 million. The point of contact for this requirement is April Brooks, Contract Specialist at VA Network Contracting Office 7.
