VA New England Healthcare System Manchester VA Medical Center 718 Smyth Road Manchester, NH 03104 STATEMENT OF WORK Project # 608-21-106 Replace Building 15 AHU s and Chillers 1.0 INTRODUCTION The work includes but is not limited to; provide all labor, site visits, consultants, support services for the design of the replacement of the Building 15 AHU s and Chillers located in Building #15. Building 15 was designed in 1975 and constructed in 1978 and much of the HVAC components are original including the air handling units. The AHU that feeds the Basement and First floor (CLC) are 43 years old and need a full upgrade and replacement (including controls). The AHU s have one fresh air intake and share other functions as well, these AHU s need to be 100% separate from each other. A/E shall design to the latest HVAC Design manual as well as ASHRAE and CLC HVAC requirements. The three (3) 50-ton chillers are almost 15 years old and shall be replaced under this design. AE to determine the size of the new chillers as well as the quantity. It is assumed all supply and return piping (zones) would remain. Included in the design of the work will be the demolishing of the existing mechanical systems, phasing for construction, as well as temporary AHU s to support Building 15 basement and CLC. This project will be very challenging because all areas affected by the mechanical system shall remain fully functional during the construction phase of the project. A/E shall carefully plan the project with this in mind. The project will be very well thought out and documented in the drawings and specifications of the project. A/E shall conduct multiple site visits to capture the mechanical system as well as the smaller renovations projects that have occurred over the years as a stop gap measure to get the system running. Drawings are provided to reference (use at own risk) as part of this SOW. After Contract Award the Contractor is required to provide all Contracting Officer requested documents. Once received and confirmed, the period of performance for the above-mentioned project will begin with a Notice to Proceed (NTP) issued at a Pre-Design Meeting. The period of performance for this work is 180 calendar days after NTP has been issued. This 180 days begins 14 days after notice to proceed is issued by the Contracting Officer. If the A/E feels this period of performance is too aggressive, they shall negotiate with the CO and COR prior to signing of the contract. 2.0 PROJECT STAFF TBA 3.0 GENERAL SCOPE This design project will include Type: A Services - site visits B Services - preparation of contract drawings C Services - construction administration Review Supplement C as part of this scope of work (SOW) for all project specific Engineering (A/E) services that will be required to successfully complete the design as well as minimal A/E submission requirements by disciplines that are required per the contract The submission requirements at the seven (5) stages of review are in Supplement B, including the Milestone Task Description (schedule). The allocation of days for each ID number can be modified at the discretion of the COR/CO. The overall period of performance of 180 calendar days will not change. Some specifications, attachments and intranet links have been included in this document that will assist the A/E in the design of this project. The following link has a majority of the: guides, specifications, and details/documents that may be incorporated into the construction documents. https://www.cfm.va.gov/til/ Part of the A/E SOW is to determine what specifications and guidelines are applicable to the project and to incorporate them into the project documents. The documents will require extensive editing to meet the specific needs of the project. 4.0 CONSTRUCTION COST The expected construction cost of the project for the replacement of the Building 15 AHU and Chillers (including associated components outlined in this SOW) is approximately: $2.5 Million. 5.0 SUPPLEMENT A THIS SCOPE OF WORK This project involves the following items as part of the project scope that have been broken down into specific sections: ITEM 1: Review as-built drawings and site surveys To capture the existing conditions of the mechanical system the A/E shall thoroughly review all VA provided as built and recent drawings form the past. In addition to the review of the drawings site surveys shall be conducted so that an accurate baseline can be developed so that a solution can be designed. The A/E may wish to meet with M&R employees so that they can give any feedback to knowledge they may have from providing maintenance to this equipment over the years. ITEM 2: Design Design Standards; The A/E shall design the mechanical system to meet the requirements of LEED Silver. The design shall also meet the requirements of the VA HVAC Design manual as well as the ASHRAE requirements for inpatient nursing. AHU s: Building 15 basement and CLC shall have their own independent AHU with fresh air supply, heating and cooling for each floor. These units shall operate independently of each other to allow ease of maintenance to each unit. The motors of the AHU s shall be equipped with VFD s to allow for energy savings. A/E shall verify existing exhaust air is adequate, if it is not the exhaust system for each floor shall be included in this scope of work. New AHU s shall tie into existing ductwork that is installed on the basement and CLC. Any ductwork that requires re-work to accommodate new AHU s shall be shown on the drawings. If any additional re-work is required for supply and return ducting such as; volume dampers, take offs, or reduction in flex ducts lengths-shall be part of design and clearly shown on prints. With the ductwork being 43 years old, it most likely does not meet today s standards and needs to be brought up as close as possible to todays standards. Chilled water pumps: The chilled water pumps that circulate water through the system shall be replaced under this contract. The motors shall be installed with VFD s to allow for energy savings. Fan coil units: PT/OT area has seven (7) fan coli units to supply both supplemental cooling and heating to the area. These units shall be replaced and re-designed under this contract. Temporary AHU with cooling/heating; With both AHU s being replaced, temporary AHU s will be needed to supply fresh air, as well as heating and cooling to Building 15 basement and CLC. A/E to determine if temporary chillers will be needed or if the existing chillers could be used to feed the temporary AHU. As part of the design A/E shall supply equipment schedules as well as a site plan showing the location of the temporary mechanical system(s) as well as the location of utilities (electrical, steam and chilled water). Demolition drawings; The engineer shall include demolition drawings to accommodate the new mechanical equipment as part of this contract. Building 15 shall stay operational during the construction project and the A/E shall also provide a design for temporary AHU s and chillers to support all floors while the construction occurs. Phasing: Without proper phasing the construction of the project will not be successful. The A/E shall carefully phase the project to allow for minimal disruption to the CLC, that will remain up and running when the construction of the project begins. Long durations of time while the temperature falls out of the range of 66F to 72F is unacceptable and the A/E shall incorporate measure to prevent any drastic swings in the temperature. Emergency power; Much of the HVAC and chillers are tied into emergency power, A/E shall verify that the new design remains being integrated as part of the EES. Controls: A/E shall design a controls system as well as a sequence of operation utilizing Johnson Controls Metasys which is the backbone that Manchester utilizes for its BMS. A brand name justification will be used to ensure the GC installs Johnson Controls Metasys. A/E shall design controls on the new AHU s and chillers and shall analyze the existing systems to see if there is a benefit to install sensors at other locations of the mechanical system to help to better control the HVAC in the area. ITEM 3: Architectural design: A/E shall cleanup existing mechanical rooms and install; new lights, epoxy flooring, epoxy wall paint and reinsulate all components that are exposed. ITEM 4: Commissioning: With this system being designed to LEED Silver, commissioning of the mechanical system is important. A/E shall develop and author a commissioning specification tailored specifically for this project. This specification will be used by a 3rd party commissioning agent to bid from and use during the process. 6.0 DESIGN GUIDANCE A/E shall follow the document titled: VA Medical Center Projects - A/E Submission Instructions for NRM Construction Program. This document is provided as part of this SOW and has been edited specifically for this project. A/E shall use this document to determine what A/E services they will be providing as part of the design package. As part of this document is also the design milestone as part of the performance requirements. As part of this A/E SOW a check list has been provided for the A/E to use to verify they have incorporated all the required information into the design package. This document is titled: HVAC Checklist 7.0 PERFORMANCE REQUIREMENTS A/E to follow all the above listed/included design documents to assist in the complete design SOW items shall be implemented into the design package Period of Performance shall be 180 days unless A/E lets the CO know of a different duration All milestones part of the VA Medical Center Projects - A/E Submission Instructions for NRM Construction Program shall be met at each designated interval. 8.0 REFERENCE ( Not provided in Sources Sought) This scope of work (SOW) VA Medical Center Projects - A/E Submission Instructions for NRM Construction Program (as part of this SOW) HVAC Checklist AE Submission requirements ASHRAE Requirements CLC HVAC Requirements VA HVAC Design Manual Provided drawings sheets as follows: 608-008 Building 15 HVAC 1975 608-310 Building 15 HVAC 2003 SAC Building 15 Chillers 2007 ***END OF THIS SOPE OF WORK***
