The C5ISR Center MOSA Management Office (MMO) oversees the CMOSS Interoperability Requirements Specification (CMOSS IRS), a configuration-controlled technical baseline that establishes mandatory standards for ensuring interoperability across U.S. Army and Joint, Interagency, Intergovernmental, and Multinational C5ISR and Electronic Warfare systems. The framework enables modular, open systems architecture by defining universal component requirements that allow for the integration of standardized hardware and software modules—commonly referred to as A-Kits—into a shared chassis architecture. This reduces size, weight, power, and lifecycle costs through common sparing, increased competition, and the ability to rapidly insert new technologies without complete system redesign. Central to this effort are the VICTORY and MORA standards: VICTORY provides the Ethernet-based vehicular data bus architecture for integrating C4ISR/EW systems on military ground platforms, while MORA decomposes monolithic radio systems into constituent components—Software Defined Radios, RF Conditioning and Distribution units, and Radioheads—that interface via standardized signal and device management protocols over the VICTORY Data Bus and MORA Low Latency Bus. Technical compliance is verified using formal Compliance Test Suites for both VICTORY and MORA, with specifications continuously updated to align with the SOSA Consortium’s technical standards, including V2.0 Snapshot 2. A suite of documentation, including specification documents, revision notices, training materials, and reference atlases in Excel format, supports implementation and verification, with versions ranging from VICTORY 1.9 and 1.10 to MORA 2.4 and 2.5. The MMO also maintains and distributes ancillary standards such as the SAVE Interface Description Document, which standardizes physical mounting and interface requirements for C5ISR systems on Army vehicles. All technical documents are approved for public release and are made available through official channels including SAM.gov, the Joint Communications Marketplace, and The Open Group’s SOSA Consortium portal. The framework is intended to be referenced in contracts to enforce conformance, with compliance statements required from suppliers, particularly those supporting OpenVPX (VITA 65) hardware. The MMO coordinates the ongoing maturation of these standards, funds cross-cutting research and experimentation, provides training to acquisition personnel and system integrators, and ensures alignment with broader Department of Defense modular open systems initiatives across the C5ISR enterprise.

--------------------------------------------------------------------------------------------------------------------------------------------------

This Special Notice initially aims to make the Approved for Public Release, "Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance / Electronic Warfare (C5ISR/EW) Modular Open Suite of Standards (CMOSS) Interoperability Requirements Specification" (CMOSS IRS) widely discoverable and available.  The intent is to periodically modify this Special Notice to:

  • make additional Approved for Public Release and/or Controlled Unclassified Information documentation discoverable and available (Public download, Transmittal upon Request, or link to Authoritative Sources, as appropriate);

  • broadcast syndicated announcements for events or opportunities of interest to members of the CMOSS-enabled ecosystem

The purpose of the CMOSS Interoperability Requirements Specification is to provide a common, configuration-controlled, Science, Technology, Engineering, Experimentation, Test & Evaluation and Acquisition minimum baseline technical requirements document. This allows US Army (T), and Joint, Interagency, Intergovernmental, Multinational (JIIM) (O), materiel developers and integrators to ensure CMOSS compliant/conformant solutions are over-the-interface(s)-interoperable with other components/systems developed to the same "shalls".  The requirements within this document should be incorporated by reference in contracts, citing the document title, revision number, and effective date of publication. 'CMOSS#####' Unique Identifiers (UID) will typically be linked as 'parent requirements' from which materiel system, subsystem, component, etc. 'child requirements' are derived. This CMOSS Interoperability Requirements Specification is under the configuration control of the chartered C5ISR Center MOSA Management Office (MMO).

The requirement calls for 20 units each of two distinct COMINT systems—Model 953-8-649 (20MHz to 8.5GHz) and Model 957-2-647 (20MHz to 8.0GHz)—each equipped with integrated RF/DF processors, GPS receivers, modulation recognition software, drone detection capabilities, server and client licenses, ruggedized laptops, and specialized antennas. Additionally, 20 Mast Deployment Kits are required, including medium-duty tripods with 6m masts for the 953-8-649 and higher-capacity 23ft and 115ft mast assemblies for the 957-2-647 systems. The equipment must be new, original, and fully compatible with Ukraine’s existing secure communications infrastructure, with full capability to link multiple systems over low-latency, high-bandwidth TCP/IP channels. A single detection software update package, including drone detector library updates and service support, is also mandated. Vendors must demonstrate the ability to deliver all components as a complete, integrated solution, with no reliance on fragmented subcontracting unless properly structured and disclosed. All systems must comply with Berry Amendment restrictions on specialty metals and maintain an unclassified security designation. Responses must include a Rough Order of Magnitude price estimate and detailed company information—including CAGE code, UEI, SAM registration, and past experience—with technical capabilities clearly aligned to the specified hardware and software requirements. Submissions, in Word or PDF format, must be emailed to the designated Contract Specialist by July 29, 2026, and must not include classified material. This is strictly a sources sought notice for market research, not a solicitation or commitment to award; responses are voluntary and will be used solely to inform future procurement decisions, which may be set aside for small businesses or conducted as full and open competition.
