Solicitation # 2026-DOI-0099
First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. Services must be delivered at strategically dispersed community locations where breastfeeding rates are lowest, including virtual and home-based options. This DOI phase uses a screening tool to determine eligibility, and selected organizations may be invited to participate in a subsequent Request for Proposal process. Responses must be submitted electronically via the OpenGov portal by November 17, 2026.

The California Conservation Corps (CCC) is seeking a licensed professional to provide on-site counseling services for its Fortuna Center, as part of a broader effort to support the personal and professional development of Corpsmembers aged 18-25. The program, established in 1990, aims to promote youth employment and development while advancing the conservation of California’s natural resources. The counselor will work alongside center staff to deliver individual and group counseling, facilitate education and personal development workshops—including topics like sexual assault prevention—lead support groups and peer leadership activities, provide peer counseling, offer staff training, and connect Corpsmembers with relevant community resources. The contractor is expected to address Corpsmember issues through crisis intervention, case management, and educational efforts, focusing primarily on short-term counseling and linkage to community care as needed, due to the limited weekly service hours (4-6 hours per week, with flexibility during emergencies). The approximate service allocation includes 75% individual counseling targeting issues like anger management, stress, and depression, 15% services related to cultural diversity and substance abuse (including referrals), 5% group counseling, and 5% staff consultation or training. Monthly reporting of program data is mandatory. Eligible bidders must possess a current California license as a clinical social worker, psychologist, marriage family therapist, or psychiatrist, meet insurance requirements, and adhere to applicable state regulations, including child support enforcement for larger contracts. Services will be delivered at the CCC Fortuna Center in Fortuna, CA, with the contract term lasting through June 30, 2026.

Full Description

In coordination with the service district Corpsmember Development staff (CD), the counselor provides counseling to Corpsmembers. Growing from that core element, the on-site counselor provides an expanded array of services such as: individual and group counseling, support groups, education and personal development classes/workshops (such as sexual assault prevention), peer leadership development, peer counseling, staff consultation and training, identifying and engaging Corpsmembers into the counseling program and referral to community services. In other words, the on-site counselor will work in conjunction with the CD and center staff in developing the overall design of the center on-site counseling program. It is expected that the counselor will address Corpsmember problems on three levels: crisis intervention, case management, and education. Due to the limited amount of counseling hours available, it would be impractical to use a counselor's time to provide Corpsmembers with lengthy and intensive therapy. Therefore, the approach needs to be one of short-term crisis counseling, education and linking Corpsmembers with community resources for longer term care, and education/support activities, with the Contractor monitoring progress.
Full details can be found in the scope of work located in the IFB packet.
