AI Contract Overview
The contract solicitation SPE7M1-26-U-4843 issued by the Defense Logistics Agency under the Department of Defense seeks the procurement of 17,000 feet of radio frequency cable identified by NSN 6145-01-389-3427, conforming to MIL-DTL-17/190C(2) specifications. This is an indefinite-delivery, indefinite-quantity contract with a maximum value of $350,000 and a minimum guaranteed quantity of 2,550 feet; actual purchases are not obligated and will be made through delivery orders over a one-year period following award. Delivery must occur within 80 days after award, with FOB Origin terms and destination-based inspection and acceptance governed by FAR 52.246-2, requiring zero non-conformances under MIL-STD-1916 or ASQ H1331 sampling criteria, and strict compliance with MIL-STD-129 for labeling, barcoding, and hazardous material identification. Packaging and preservation must adhere to MIL-STD-2073-1E and MIL-DTL-12000, with specific placeholders defined for packaging materials and methods, and additional requirements for mercury-containing items under NAVSEA 5100-003D. The contract mandates full compliance with a comprehensive set of federal and defense regulations including cybersecurity safeguards per 252.204-7012, prohibition of hexavalent chromium and toxic materials, restrictions on procurement from Communist Chinese military companies, and requirements for whistleblower rights, employment eligibility verification, and combating human trafficking. Contractors must submit electronic proposals via the DIBBS portal by August 10, 2026, and are required to provide accurate UEI and CAGE codes, along with socioeconomic certifications for small business, WOSB, SDVOSB, HUBZone, or joint venture status, with affirmative responses triggering additional disclosures. Invoicing must be processed exclusively through Wide Area WorkFlow, and all payments will be routed using DoDAAC identifiers. No unit pricing is specified in the contract, and evaluation is based on small business compliance and representations rather than scored technical or cost criteria, with award potentially falling under a Lowest Price Technically Acceptable framework.
