AI Contract Overview
The Commander Fleet Readiness Centers Procurement Group intends to award a sole source contract to Cox California Telcom, L.L.C. for commercial subscription television and broadband telecommunications services at Fleet Readiness Center Southwest facilities in San Diego, California. These services are essential for daily administrative functions, operational continuity, and specialized communication needs, including multi-channel informational broadcasts and American Sign Language video telecommunication. The award is being pursued on a sole source basis under FAR 13.106-1(b) because Cox Communications is the incumbent provider and possesses the only existing cable infrastructure at the site. The government has determined that the capital expenditure required to install alternative infrastructure would be commercially unfeasible. Interested parties may submit responses between September 3, 2026, and September 9, 2026.

Full Description
The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Cox California Telcom, L.L.C., 5159 Federal Blvd, San Diego, CA 92105 (CAGE Code: 66AT6) on a Sole Source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i), as only one source is reasonably available to satisfy agency requirements.
The requirement is for commercial subscription television and broadband telecommunications services to support daily administrative, informational, and operational continuity functions across Fleet Readiness Center Southwest (FRCSW) facilities. Services encompass multi-channel informational broadcast distribution to maintain situational awareness, dedicated data connectivity to support specialized auxiliary communication services (such as American Sign Language video telecommunication), and network connectivity to ensure uninterrupted business and financial operations.
Cox Communications is the incumbent authorized cable service provider and maintains the sole existing cable infrastructure currently servicing the required buildings at Fleet Readiness Center Southwest (FRCSW). The significant capital expenditure required to establish a parallel infrastructure from an alternative vendor makes any other source commercially unfeasible for this requirement.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b).
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. All responsible sources may submit a response via email beginning September 3, 2026, 12:00 PM EST, through September 9, 2026, 12:00 PM EST
