The CAF DMO O&I Follow On Contract, designated as DMON 2.0 under solicitation number FA8621-12-R-6253, is a continuation effort for the Combat Air Force’s Distributed Mission Operations and Integration activities. The contract supports operations at Wright-Patterson Air Force Base in Ohio and involves a comprehensive solicitation process that began with a Request for Information in April 2011 and progressed through multiple draft revisions and industry consultations. The contract features a five-year base ordering period with five additional one-year option periods and includes requirements for Multi-Level Security solutions, enhanced cost reporting, and a detailed transition plan with phased site group transitions starting in calendar year 2014. Proposal submission deadlines were extended multiple times, with the final submittal date set to mid-September 2012, alongside numerous amendments addressing administrative corrections, evaluation price calculations, and proposal instructions. Throughout the solicitation process, government engagement was maintained via regular postings of draft documents, question and answer sessions, and opportunities for industry teleconferences to discuss key elements such as the Total Evaluated Price (TEP) spreadsheet. Interested parties were required to obtain security clearances for access to classified materials and to submit signed disclosure memoranda to access the bidder’s library. The government point of contact for contracting issues is Ms. Michelle Brinkman, while program management and negotiation matters are directed to Mr. Andrew Hostetter and Mr. Larry Robillard, respectively. The acquisition uses NAICS code 541511, reflecting professional, scientific, and technical services, and aims to ensure continuity and enhancement of distributed mission operations capabilities through rigorous proposal evaluation and contractor performance monitoring.
