Calaveras County Animal Services Facility Construction Management

The County of Calaveras is seeking a qualified Construction Manager and Owner’s Representative to oversee the construction of a new Animal Services Facility, with the contract expected to commence upon execution and extend through project completion anticipated by June 30, 2029. The selected firm must act as the County’s advocate throughout the project, ensuring budget and schedule protection, construction quality, and contractor accountability. The scope of work includes comprehensive preconstruction services such as constructability reviews and risk register development; active construction administration as the Owner’s Representative, managing RFIs, submittals, and coordination among all stakeholders; rigorous budget control with change order negotiation and cost forecasting; schedule management using critical path analysis; quality assurance with daily site observations and punch list development; and specialized oversight of animal shelter systems including kennels, isolation rooms, HVAC, building automation, security, emergency power, wash-down, and veterinary treatment areas. The firm must also implement a robust commissioning and turnover process, conduct monthly executive reporting with photographic documentation, ensure compliance with funding requirements from entities like the California iBank, and manage all project closeout activities including record drawings and O&M manual review. Proposals will be evaluated using a weighted scoring system totaling 100 points, with the highest emphasis placed on project understanding, relevant experience with animal shelters and public safety facilities, and qualifications of key personnel—particularly expertise in managing complex mechanical, electrical, plumbing, and security systems. The evaluation process will involve a review panel composed of County staff and subject matter experts, who may request clarifications, additional information, interviews, or presentations before recommending the highest-ranked proposer for negotiation. The contract will be a not-to-exceed professional services agreement with a strict maximum limit, and the County reserves the right to negotiate scope, staffing, fees, and terms. Cost proposals must provide detailed justification of all charges, and invoices must be submitted monthly no later than the 10th of each month, itemized by budget line with supporting payroll worksheets and subcontractor invoices.
