AI Contract Overview
This contract is a Request for Quote (RFQ) issued under Federal Acquisition Regulation Part 12 as a commercial item acquisition, solicited under number HT941026Q2043, with a strict deadline of July 16, 2026. It is a total small business set-aside under NAICS code 811210, with a size standard of $34 million, and is exclusively available to qualified small businesses. The requirement is for Firm-Fixed-Priced, non-personal services to provide comprehensive calibration and preventive maintenance for biomedical test, measurement, and diagnostic equipment utilized by the U.S. Naval Hospital Yokosuka, Branch Health Clinic Iwakuni, and Branch Health Clinic Diego Garcia. All equipment will be shipped by the Government to the contractor’s U.S.-based facility, where trained technicians must perform services to meet original equipment manufacturer specifications and comply with ISO 17025, ANSI Z540.3, DHA-AI 6430.11, U.S. Navy regulations, federal and local laws, and Joint Commission standards. Only OEM-trained and NASED-certified personnel may perform repairs or upgrades. The contractor is responsible for all labor, tools, supplies, and return shipping, with services to include calibration, preventive maintenance, defect reporting, quote submission for repairs (subject to approval), and delivery of detailed calibration certifications and itemized corrective maintenance reports. The contract structure includes a 12-month base period followed by four one-year option periods and a six-month extension, creating a potential total performance period of 5.5 years, with performance occurring exclusively at the contractor’s or its subcontractor’s facility. The contractor must submit a quote using Attachment 3 (Quote Sheet) with firm-fixed pricing for each of 15 contract line items covering all three locations across the base and option years. Technical capability is a pass/fail gate—failure to demonstrate alignment with the Performance Work Statement disqualifies the offer entirely, and past performance is weighted as more important than price, allowing award to a higher-priced quote if its past performance significantly outweighs the cost differential. Proposals must be submitted electronically to the designated point of contact via email in specific formats: technical and past performance as separate PDFs, and pricing as both a PDF and Excel file. The offeror must provide a Unique Entity Identifier, respond to FAR and DFARS clauses including 52.204-24 regarding telecommunications
