California Heritage YouthBuild Academy High School Campus

The City of Redding is overseeing the construction of a new public charter high school campus for the California Heritage YouthBuild Academy (CHYBA) located at 1400 Industrial Street in Redding, California. The project involves developing a 10.15-acre site to include a 36,600 square foot facility featuring classrooms, administrative offices, a dining area, and an indoor gymnasium with bleachers. Site amenities will include a soccer field, an outdoor basketball court, parking areas, drop-off zones, and pedestrian walkways. Additionally, the scope requires frontage improvements, right-of-way dedication to the city, and the off-site construction of a crossing over Little Churn Creek on Industrial Street. Under solicitation PD-2025-00230, the project has undergone environmental review pursuant to the California Environmental Quality Act (CEQA). A Notice of Determination was filed on October 31, 2025, following the city's approval of the project on October 14, 2025. Environmental compliance measures include a Mitigated Negative Declaration and specific requirements for biological resource protection, such as pre-construction surveys by a qualified biologist to protect special status birds, raptors, and bats, as well as compliance with the California Endangered Species Act and the Native Plant Protection Act. The project also incorporates recommendations from the Department of Toxic Substances Control regarding Phase I Environmental Site Assessments.
