California Production of Advanced Batteries for Zero Emission Vehicles (CPAB-ZEV)

The project will establish a California-based manufacturing facility in Alameda to produce advanced injectable phase change electrolytes and assemble lithium-ion battery cells for zero-emission vehicles and other electric mobility applications. The facility is designed to年产 over 60 metric tons of injectable phase change electrolytes capable of enabling 128 megawatt-hours of battery cell capacity, alongside the annual assembly of more than 500,000 lithium-ion cells totaling over 7 megawatt-hours. This initiative supports the state’s goals for clean transportation by developing domestic production capabilities for next-generation battery technologies. The project is led under the California Energy Commission with primary oversight and contact managed by Taiying Zhang, Air Pollution Specialist, and is positioned to enhance local supply chain resilience and reduce reliance on imported battery components.
