Bidders must be pre-registered with Maryland DOT, hold a valid Digital ID, and have approved bidding authorization to participate. The bid must include a completed .ebsx file, bid security of at least five percent of the bid amount for contracts exceeding $100,000, MBE and VSBE certifications including the Certified MBE Utilization and Fair Solicitation Affidavit and MBE Participation Schedule, the Payment of Employee Health Care Expenses Certification Form and accompanying spreadsheet, and other required affidavits and disclosure forms. The award will be made to the lowest responsive and responsible bidder, contingent upon successful compliance with mandatory pass/fail gates: submission of an approved Affirmative Action Plan for MBE utilization within ten business days after notification, timely submission of all post-notification documentation, and accurate completion of all required affidavits. Failure to meet any of these requirements will render a bid non-responsive or eliminate the bidder from award eligibility.
