Call for Proposals - Advancing Data Governance through Standardization Solutions

The Standards Council of Canada (SCC) has issued Call for Proposals CFP-2026-01 to secure standardization strategies and tools that address recommendations from the 2021 Data Governance Standardization Collaborative Roadmap. This initiative focuses on critical data governance issues, including accountability frameworks, cybersecurity, data privacy, and data sharing. Eligible projects may result in deliverables such as technical specifications, publicly available specifications, workshop agreements, or community-sourced guidance. This procurement is restricted to Canadian suppliers, and all deliverables must be published simultaneously in both English and French to comply with the Official Languages Act. Additionally, successful bidders must incorporate gender responsiveness into their development process following SCC and UNECE guidelines. Proposals are due by November 16, 2026, at 2:00 PM ET and must include a completed application form and financial template. The evaluation process is conducted in stages, beginning with a pass/fail assessment of mandatory requirements, which include demonstrated experience in standards development and a qualified project team. Qualified bidders must then achieve a minimum technical score of 70 percent to proceed to financial evaluation. The final award is based on a weighted rating of 80 percent for technical merit and 20 percent for cost. Funding is dispersed based on actual substantiated costs, with maximum budget caps varying by deliverable type and an additional allowance of up to 20,000 CAD for official language requirements. Final contracts are signed only after the successful completion of the bidding and statement of work development stages.
