The U.S. Army Contracting Command – Redstone Arsenal is issuing a Call for Solutions under Commercial Solutions Opening W58RGZ-26-S-C001-0005 to gather industry input on launcher architectures for Launched Effects (LE) from ground and air platforms. This initiative, led by the Capability Program Executive for Aviation, does not seek procurement of LE systems but aims to inform the Army’s strategic direction for a modular, open-systems launcher architecture compatible with existing government platforms including the Launched Effects Dispenser for Ground and Rotorcraft (LEDGR), the Modular Effects Launcher (MEL), and the Navy’s Battle Management System. The focus is on identifying commercial solutions that enable interoperability, support a Modular Open Systems Approach (MOSA), and integrate with Army battle management systems through standardized interfaces, including the submission of Interface Control Documents and Form/Fit/Function data. The Government requires vendors to demonstrate technical feasibility through a three-step evaluation process involving a technical white paper, lab demonstration, and flight demonstration, with success in each step being mandatory for progression. Offerors must also address supply chain compliance under NDAA Section 848, cybersecurity requirements including NIST SP 800-171 and DFARS 252.204-7012/7019, and provide an Organizational Conflict of Interest mitigation plan if applicable, while maintaining current SPRS assessments and Unique Entity ID registrations. Submissions must be submitted electronically by the deadline of August 13, 2026, to the designated Army email address, and are subject to review under a process that emphasizes innovation, technical alignment with Army objectives, and MOSA compliance without assigned numerical weights. The outcome may lead to the award of one or more Firm-Fixed-Price Basic Ordering Agreements, which are non-binding agreements that permit future task orders under FAR Part 12 or other transaction authorities, with no guaranteed funding at this stage. Performance will be evaluated at government facilities including Redstone Arsenal, Alabama, with inspections and demonstrations occurring at designated government sites during the LE Rodeo and lab evaluations. Contractors must possess the ability to deliver Government Purpose Rights for external interfaces, manage intellectual property disclosures, and comply with stringent supply chain and cybersecurity controls, including the provision of complete Bill of Materials for critical components. While no packaging, marking, or preservation requirements are specified, invoicing must occur through the Wide Area Workflow system, and access to classified task orders may require facility and personnel

Call for Solutions (CFS) for Launcher Approach - Launched Effects (LE): Technical Presentations to Inform Army Aviation’s Launcher Approach for Launched Effects (LE) from Ground and Air.

The U.S. Army Contracting Command – Redstone Arsenal (ACC-RSA) is issuing this Call for Solutions (abbreviated “Call” hereafter) against Commercial Solutions Opening (CSO) W58RGZ-26-S-C001 under the authority of 10 U.S.C. § 3458. This Call will seek solutions for integration and development to inform the U.S. Army’s Launcher Approach.

The Launcher Approach for Air Launched Effects by PM UAS currently considers the use of Modular Effects Launcher (MEL), the Launched Effects Dispenser for Ground and Rotorcraft (LEDGR), and the Navy’s Battle Management System (BMS). This Call does not seek to buy Launched Effects (LE) but rather to inform the United States Government’s (USG) path forward for its launcher development.

The primary goal of this Call is to inform the USG’s Launcher Approach by identifying solutions that are compatible with the LEDGR, Navy’s BMS, and/or the MEL systems, as well as inform the appropriate interfaces necessary to enable an open-systems launcher. Additionally, the USG seeks information on available industry solutions for common carry and launch tubes. The Call process is designed to evaluate systems that inform the USG on:

  • Launched Effects Dispenser for Ground & Rotor (LEDGR) Interoperability
  • Industry Common Launcher approaches
  • Modular Effects Launcher (MEL) Interoperability
  • Vendor Software Interoperability
