Call for Solutions Wire EDM Capability

The U.S. Army Contracting Command – Redstone Arsenal, on behalf of the Aviation and Missile Command (AMCOM), is seeking innovative solutions to integrate two Advanced Manufacturing Wire Electrical Discharge Machining (EDM) systems at the Corpus Christi Army Depot in Texas to address critical readiness gaps in aviation maintenance. This Call for Solution, issued under solicitation W9128Z-25-S-A002 and associated with Project Number PANRSA26P0000037978, aims to accelerate the modernization of weapon systems by enabling rapid fabrication of OEM-quality parts, tools, jigs, fixtures, and ground support equipment to mitigate supply chain obsolescence. The required systems must feature a minimum build envelope of 21.65 x 13.77 x 15.75 inches, include a Uniqua HMI with Windows 10-64 bit and an i7 Quad Core processor, and be delivered as turnkey solutions encompassing shipping, onsite installation with heavy equipment handling, operating software, a consumable package, two years of warranty and preventative maintenance, and four days of onsite training for up to five personnel. The systems must meet stringent build accuracy standards of ±0.00007 inches and comply with OSHA, EPA, NIST SP 800-171, and airworthiness qualification requirements. The Government intends to award a Firm-Fixed-Price contract under FAR Part 12 using Commercial Solutions Opening procedures in accordance with DFARS 212.70, with the possibility of non-FAR Other Transaction agreements that are not subject to FAR regulations. Proposals must be submitted in Phase 1 as either a five-page written brief or fifteen-slide presentation, adhering to strict formatting rules including 12-point Times New Roman font and no hyperlinks or pop-ups. The Title Page must include company name, point of contact, CAGE code, UEI code, and solicitation reference and does not count against the page limit. Submissions must include an Executive Summary, a detailed description of the technical solution’s innovation and relevance to the Army’s needs, a commercialization strategy if applicable, an Organizational Conflict of Interest analysis, and an Intellectual Property statement disclosing any restrictions on Government use.
