AI Contract Overview
The contract solicitation SPE7M1-26-U-4680 is for the procurement of 20 units of a fixed plastic dielectric capacitor with NSN 5910-01-264-7790, issued by the Department of Defense’s Maritime Supply Chain under the Defense Logistics Agency as a total small business set-aside under NAICS code 334416. Delivery is required within 364 days after award on an FOB Origin basis with zero variance in quantity, and inspection and acceptance occur at the delivery destination. Packaging must adhere to MIL-STD-2073-1E and MIL-DTL-39028 for capacitors, with preservation methods specified as dry and uses of unspecified materials designated by ZZ codes; marking must follow MIL-STD-129 for shipping labels and IPC/JEDEC J-STD-609 for component-level lead finish identification, ensuring clear differentiation between lead and lead-free finishes on individual unit packs. Strict prohibitions are in place against the intentional addition of mercury or mercury-containing compounds, with narrow exceptions for batteries, fluorescent lamps, sensors, weapon systems, and certain reagents; portable mercury-containing devices must include a secondary containment and meet NAVSEA 5100-003D standards. Use of Class I ozone-depleting substances is banned in all processes unless explicitly approved in writing by the Contracting Officer, and the prohibition extends to covered telecommunications equipment from Chinese military companies. The contractor must comply with DFARS clauses mandating the absence of hexavalent chromium, hazardous material handling, trafficking in persons, employment eligibility verification, and cybersecurity safeguards aligned with NIST SP 800-171, and must submit payment requests via WAWF. All work is subject to inspection and acceptance by the government at destination, with no pricing detail provided in Section B beyond the estimated quantity, and the total contract value is capped at $350,000 per order. The contract incorporates by reference the DLA Master List of Technical and Quality Requirements and requires full compliance with all referenced military and industry standards, including lead finish marking, packaging, and hazardous material documentation. Offerors must certify their small business status in SAM and provide UEI and CAGE codes, and cannot submit proposals that involve prohibited materials or equipment without prior written exception.
