The Capital District Regional Planning Commission (CDRPC) is seeking professional engineering and consulting services for the Capital Region Timber Bridge Feasibility Initiative. This project focuses on evaluating the use of domestically sourced wood products for the replacement or rehabilitation of short-span rural bridges across Saratoga, Rensselaer, and Schenectady Counties. The selected consultant will be responsible for inventorying and screening 70 to 90 candidate bridges, developing a feasibility scoring framework, and creating concept-level feasibility packages for 16 to 19 structures. Additionally, the consultant must advance two priority demonstration projects to grant-ready status, produce a regional Timber Bridge Guide for municipal officials, and facilitate a regional workshop. All engineering work must be performed under the responsible charge of a Professional Engineer licensed in New York State. The contract is supported by a Northern Border Regional Commission Timber for Transit award with a total value not to exceed $135,000. The federal period of performance runs from July 1, 2026, through September 30, 2029, with a structured 18-month delivery schedule for milestones. Selection is based on a qualifications-based process where price is not a ranking factor; instead, a Technical Advisory Team will rank firms based on expertise in bridge engineering, mass-timber systems, hydraulics, and transportation planning. The highest-ranked firm will then negotiate the final scope and compensation. Requirements include strict adherence to federal and state civil rights laws, the Build America Buy America Act, and the provision of performance and payment bonds for 100 percent of the contract price.

Engineering services must be performed under the responsible charge of a Professional Engineer licensed in New York State. Subcontracting and joint venture arrangements are permitted. Respondents may assemble multidisciplinary teams using subconsultants or joint venture partners to provide specialized expertise. The prime consultant will remain responsible for overall project management, coordination, quality control, and performance of the contract and must identify all proposed team members and their respective roles in its qualifications submission. Selection will be made through a qualifications-based process. Price will not be used as a factor in ranking firms. A Technical Advisory Team (TAC) consisting of representatives of CDRPC, NYSDOT, and the Capital Region Transportation Council (CRTC) will review and rank submissions. Following selection of the highest-ranked firm, CDRPC will negotiate the final scope of services and fair and reasonable compensation with that firm. The anticipated consultant contract is not to exceed $135,000 and is supported by a Northern Border Regional Commission Timber for Transit award. No consultant work may commence until all required grant and contracting authorizations have been received and CDRPC issues written authorization to proceed.
