**7/2/2026** The purpose of this Amendment 0001 is to provide the following vendor questions and program office clarifications. All information on this RFI, including the close date, is unchanged as a result of this amendment.


Q1. Provide acquisition/product history.


A1: There is no current contract for card counters. Program office has been using Spartanics manufactured machine, Model number 600 Adjustable (Commercial equivalent: JC3200 Desktop Automatic Card Counter)


Q2. Who is the manufacturer of the JC3200 Desktop Automatic Card Counter?


A2: Emperor Tech US is the manufacturer for the machines currently utilized by the program office


Q3: Provide the name of a distributor or supplier that provides this equipment.


A3: AllStar Card Solutions is one supplier of the JC3200 Desktop Automatic Card Counter equipment. Program office is willing to accept item from different suppliers, or equivalent brands and/or models provided that item(s) meets all technical specifications of the SOW.


USCIS has a requirement for card counters for the Office of Intake and Document Production (OIDP). The awarded contractor shall produce and provide Card Counters for card production sites at Lees Summit, Missouri and Corbin, Kentucky (four per site).
The card counter will be incorporated into the Permanent Resident Card (PRC) and Employment Authorization Document (EAD) production processes. Card counters are used for count verifications of PRC and EAD cards that are being removed from secure storage inventories into card production. Once the PRC or EAD cards have been personalized a count verification will be performed to verify that the pre-production card counts match the after-production counts.
