CARD COUNTERS for USCIS

The U.S. Citizenship and Immigration Services (USCIS), under the Department of Homeland Security, is seeking sources for the procurement of card counters to support the production of Permanent Resident Cards and Employment Authorization Documents at two facilities located in Lees Summit, Missouri, and Corbin, Kentucky. The contractor is required to provide eight units total, with four counters delivered to each site, integrated directly into the card production workflow to verify counts during the transition of cards from secure inventory to personalization and upon completion. Each counter must meet specific technical criteria including a minimum capacity of 250 cards and a maximum of 500 cards, operate within a card thickness range of 0.25 to 1.65mm, and be powered by 100-240VAC at 50/60Hz. All deliverables must be shipped to the respective production facilities within 30 calendar days of contract award, with no travel reimbursement authorized for contractor personnel. The contract includes a one-time delivery phase followed by a base period with a four-year maintenance agreement, and all documentation generated by the contractor becomes government property without proprietary markings. The contractor must provide a minimum 90-day warranty period following receipt, during which all repairs or replacements are the contractor’s responsibility, including coordination and cost of shipping to and from their facility. Performance will be evaluated based on accuracy of batch counts, mechanical reliability, and ease of operation and setup. Acceptance is contingent upon review and approval by the Contracting Officer’s Representative and designated point of contact as outlined in the Statement of Work. A post-award meeting with the COR and Project Manager is required within five calendar days of award to align on requirements and security protocols, with a secondary review to occur within ten days after successful delivery. For contracts exceeding $100,000, formal performance evaluations are mandated under FAR and will be submitted to the contractor for review within 30 days of each contract year’s completion. This acquisition is structured as a sources-sought action, with no formal contract value disclosed, and all submissions are due by July 9, 2026.
