Carmel Valley Fuelbreak Project

The Carmel Valley Fuelbreak Project, led by the Resource Conservation District of Monterey County, is a wildfire risk reduction and invasive species management initiative located in unincorporated Monterey County, California. The project encompasses the treatment of approximately 491 total acres, which includes the maintenance of four existing strategic fuelbreaks covering roughly 237 acres and the implementation of strategic community fuel treatment programs across three community treatment areas totaling 254 acres. Implementation methods include mastication of woody vegetation eight inches in diameter or smaller, mowing of non-woody vegetation, shrub management, and herbicide application. All work must be conducted in consultation with a Registered Professional Forester and utilizes mechanized equipment such as masticators, mowers, chainsaws, pole saws, and chippers. The anticipated performance duration is five to seven weeks, with occasional ongoing maintenance required on an as-needed basis. Environmental compliance and resource protection are central to the project's execution. Under the California Environmental Quality Act (CEQA), the project is subject to a Mitigated Negative Declaration to address potential impacts on biological and cultural resources. Biological assessments have identified 32 special-status species, necessitating strict mitigation measures such as pre-implementation surveys, equipment leak inspections, and timing restrictions to protect wildlife and sensitive habitats. Cultural resource inventories indicate no significant impacts, though protective measures like cultural awareness training and consultation with Native American communities are required. Additionally, any land disturbance exceeding one acre must comply with the Construction General Permit to protect water quality. Contractors are prohibited from performing treatments on private property without signed landowner agreements to manage liability and access.
