Proposals must be submitted electronically via email to Patrick Stewart no later than August 11, 2026, at 3:00 PM PST, using the SF 1449 form as Part 1, a one-page detailed price breakdown categorizing costs for mobilization, materials, installation tasks, and labor rates as Part 2, and a two-page technical proposal demonstrating understanding of the statement of work with a step-by-step approach and high-level schedule aligned to the Notice to Award and completion deadline. The technical proposal is evaluated on an acceptable or unacceptable basis, and only those rated acceptable will be considered for award based on lowest price. Offerors must be registered in SAM.gov prior to award, failure of which will disqualify the offer. Work must comply with manufacturer specifications for all materials, federal, state, and local environmental regulations, and hazardous material protocols, including mandatory work stoppage if lead-based paint or asbestos is suspected. All personnel must maintain professional conduct and be eligible for a Secret clearance, though no classified access is required at time of award. Travel costs are included in the bid, with no reimbursable expenses allowed post-award. A post-award teleconference is mandatory within 10 business days of award to present a draft project plan, followed by a final plan within 10 business days thereafter.
